The Orange County Planning Division is currently seeking Planners with various levels of experience to join our team. We are currently offering opportunities to work in our

Comprehensive (Long-Range) Planning, Community Planning & Placemaking, and Research & Intergovernmental Coordination

sections.

Our

Comprehensive Planning

section is made up of a progressive team of professionals that review various types of land use, rezoning, and site development applications for consistency with the Comprehensive Plan and compliance with Orange County Code.

The

Community Planning & Placemaking

section is responsible for preparing much of the graphical and illustrative materials that support other divisional functions or initiatives, including conceptual plans, spatial analysis, and 3D modeling. In addition, the section leads or facilitates special small area studies and design charrettes and actively reviews the architectural and placemaking aspects of most land use and zoning-related development applications.

Finally, the

Research & Intergovernmental Coordination

section is responsible for collecting a wide range of land use and socio-economic data, and or managing numerous high-profile special projects and initiatives. Staff in both sections are also involved in other Planning Division functions, including but not limited to community planning design & placemaking functions, and best practices research and community engagement activities.

The Planning Division has been at the forefront of preparing a new Smart Growth Comprehensive Plan (Vison 2050) and Sustainable Form-Based Code (Orange Code) that will help reshape the County as it continues to grow and prosper through the 2050 planning horizon. Upon final adoption of these initiatives, selected candidates will have the unique opportunity of implementing the new development framework. Finally, potential candidates should be extremely organized, have strong written and verbal communication skills, and be capable of thriving in a high-pressured environment.

Job Description

Representative Duties/Assignments :

PLANNER I Entry-level ability to understand, interpret and implement land use policy and/or development code performance standards. Studies and learns new planning trends and legislation related to the section¿s work program. Reviews Future Land Use Map (FLUM) amendments for consistency with the Orange County Comprehensive Plan, but also certain types of rezoning applications for compliance with Orange County Code. Prepares staff reports with findings, and presents reports / findings to the Technical Review Group (TRG), Development Review Committee (DRC), and Planning & Zoning Commission (PZC). Also ensures that such research and reports are conducted and completed according to established standards in the section. Conducts research, prepares reports, and effectively facilitates community meetings for various types of land use and zoning applications. Prepares documentation or supporting materials for public meetings, including maps, diagrams, handouts, agendas, and PowerPoint presentations. Assists other team members with assignments related to major work elements of the section. Proposes strategies and recommendations supporting the implementation of a project's goals and objectives. Coordinates with internal and external agencies. Attends public meetings with special interest groups, homeowner associations, developers, and the general public to reconcile differences related to proposed development. Provides superior customer service to members of the public, officials, and the development community regarding regulations, policies, land development potential, administrative procedures and other planning-related matters. PLANNER II / PLANNER III

Also ensures that such research and reports are conducted and completed according to established standards in the section. Independently manages projects, including project progress, with limited supervision. Conducts research, prepares reports, and effectively facilitates community meetings for various types of land use and zoning applications. Prepares documentation or supporting materials for public meetings, including maps, diagrams, handouts, agendas, and PowerPoint presentations. Assists the Section Chief Planner with project management, including tracking project's goals and objectives, timeline, phasing, scheduling, milestones, tasks, and deliverables. Helps mentor other planners with the daily functions of the section and the overall organizational culture of the division. Manages scopes, schedules and deliverables, while coordinating with other team members, external collaborators, or partnering agencies. Completes or assists others with assignments related to major work elements of the section. Proposes strategies and recommendations supporting the implementation of a project's goals and objectives. Coordinates with internal and external agencies. Attends public meetings with special interest groups, homeowner associations, developers, and the general public to reconcile differences related to proposed development. Provides superior customer service to members of the public, officials, and the development community regarding regulations, policies, land development potential, administrative procedures, and other planning-related matters. Minimum Qualifications :

PLANNER I

Bachelor¿s degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or closely related field. An equivalent combination of relevant education and/or experience may be substituted on a year for year basis. PLANNER II

Bachelor¿s degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or closely related field and two (2) years of professional experience in planning, land use or zoning. An equivalent combination of relevant education and/or experience may be substituted on a year for year basis. PLANNER III

Master¿s degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or closely related field and four (4) years of professional experience in planning, land use or zoning. An equivalent combination of relevant education and/or experience may be substituted on a year for year basis. Preferences :

PLANNER I

Master¿s degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or closely related field. Professional experience in planning, land use or zoning.

Experience with Windows-based computers, Microsoft Office Suite, Geographic Information Systems (GIS) and Large Format Plotters PLANNER II

Master¿s degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or closely related field. American Institute of Certified Planners (AICP) Certification.

Expertise with Windows-based computers, Microsoft Office Suite, Geographic Information Systems (GIS) and Large Format Plotters PLANNER III

American Institute of Certified Planners (AICP) Certification or other professional certification or training indicating ongoing professional development activities in the area of urban planning. Salary Information

Pay Grade: 015 - From $25.00 to $32.49 FLSA Status: Exempt Placement based on County Policy or bargaining unit contract

Planner II

Pay Grade: 017 - From $29.06 to $37.76 FLSA Status: Exempt Placement based on County Policy or bargaining unit contract

Planner III

Pay Grade: 019 - From $33.73 to $43.86 FLSA Status: Exempt Placement based on Education and Experience
