Overview
The County of San Luis Obispo and Tri County Regional Energy Network (3C-REN) are seeking a dynamic and relationship-driven candidate to serve as an Energy Program Specialist (County Class: PROGRAM MANAGER I/II) - Limited Term. This recruitment will remain open until filled. The Energy Program Specialist will support the development and delivery of programs administered by 3C-REN, a collaboration between the Counties of Ventura, Santa Barbara, and San Luis Obispo to improve energy efficiency in the tri-county region. The primary focus is increasing energy efficiency education and uptake of 3C-REN programming across the tri-county region by providing education, resources, and support to local public and private building industry professionals, as well as residential and commercial customers. The role focuses on implementing the existing Codes and Standards program and assisting in the development of a new Commercial Marketplace program by coordinating with stakeholders with an understanding of technical energy concepts, the energy code, and local energy policies to inform program growth. This position will also focus on energy market research opportunities, other 3C-REN program development and implementation, communicating the local policy landscape for building electrification to the design and construction industry, and generally supporting the growth and use of 3C-REN’s services, resources, and tools. This is a limited-term position funded through December 31, 2027.
Job Duties
Oversee and assist in the development, outreach, and implementation of the Commercial Marketplace or Home Energy Saving Single Family programs with 3C-REN staff, leadership, technical energy advisors, and key stakeholders. Oversee and manage program budgets, track incentive payments, and coordinate closely with subcontractors. Assist and support in the development, implementation, and marketing of existing and new energy programs for 3C-REN and the County of San Luis Obispo. Assist with the development of strategic plans, business plans, and implementation plans for the County of San Luis Obispo, 3C-REN and its programs. Develop, foster, and maintain relationships with stakeholders across the region to better situate 3C-REN as a partner to various planning and building efforts. Assist with policy engagement, proceedings, and comment development with local and statewide organizations – e.g., counties, cities, California Public Utility Commission, and California Energy Commission. Deliver educational courses hosted by contracted instructors to building industry professionals across the region via various platforms. Assist in planning, organizing, and administering education and engagement strategies in energy efficiency, building performance, and code enforcement for stakeholders, customers, partners, and building industry professionals across the region. Assist in the design and development of outreach materials, website content, social media posts, and newsletters to promote 3C-REN’s programs. Deliver tailored presentations on 3C-REN and its programs to various organizations and groups across the region; assist and participate in public events and workshops and coordinate participation in other energy efficiency, building, and code enforcement-related events. Coordinate and communicate effectively with 3C-REN staff from San Luis Obispo, Santa Barbara, and Ventura Counties and customers across platforms including email, phone, virtual, and in-person meetings. Participate in team meetings and contribute to a team culture with staff from all three county organizations administering 3C-REN. Travel within the tri-county region to oversee and support 3C-REN and its programs; travel within the state to attend industry-focused conferences and forums.
Role and Responsibilities
Under direction, the Program Manager performs a variety of professional-level duties in the management and administration of assigned programs or program-related automation systems; provides leadership and administrative oversight in the development, implementation, operations and analysis of designated programs; may collaborate with governmental agencies, other departments and community organizations to provide information, outreach, and advocacy for services; and does other related work as required.
Minimum Qualifications
A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes: Program Manager I:
Graduation from an accredited four-year college or university with a bachelor’s degree in a program related field. In addition, two years performing supervisory, administrative, analytical or fiscal work in a program-related field. Program Manager II:
One year of experience equivalent to Program Manager I. Licenses and Certificates:
Certain positions within this classification may require driving. When driving is an essential function of the position, a valid CALIFORNIA driver’s license will be required at the time of appointment and must be maintained throughout employment.
