Responsibilities
Assist in executing the Emergency Management program at USAFA to ensure operational-level prevention, protection, response, and recovery actions that support continued mission capability.
Perform HAZMAT and/or CBRN responder duties, including the use of specialized equipment and PPE, and identification of hazardous or unknown substances while operating in appropriate protection levels such as Level A or B.
Maintain and operate CBRN/HAZMAT responder equipment and team support assets to ensure readiness and functionality.
Maintain, schedule, and deliver initial and recurring Emergency Management and CBRN-related training for the Disaster Response Force, specialized teams, and installation personnel.
Maintain CBRN/HAZMAT responder and team support equipment.
Support Emergency Operations Center (EOC) and CBRN Control Center operations by providing subject-matter expertise to the EOC Director, EOC Manager, Incident Commander, and other emergency responders.
Serve as the Unit Deployment Manager for deployment readiness, coordinating requirements and ensuring personnel meet deployment criteria.
Coordinate the review and update of emergency plans and procedures in alignment with USAFA, Air Force, and DoD instructions and policies.
Conduct risk, threat, and vulnerability assessments and provide written findings and recommendations to the Readiness and Emergency Management Manager.
Perform on-call emergency response duties and be prepared to report to work, prepare equipment, and support EOC or Incident Command operations on short notice, 24/7.
Qualifications
Proven expertise in emergency planning, including development of comprehensive plans for military installations or large metropolitan areas
Strong knowledge of Emergency Operations Center (EOC) functions, with hands-on experience in ESF-5 (Information & Planning) roles
Familiarity with FEMA CPG 101 and 102; prior completion of FEMA Independent Study courses related to planning and ESF-5 preferred
Air Force Certified Emergency Manager (AFCEM) certification required, or ability to obtain post-hire
Experience in training development and emergency equipment logistics
Working knowledge of C2IMERA and common operating picture tools (preferred)
Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Access)
Available for on-call duties and alternate shifts, including weekends and holidays
Fluent in spoken and written English
Physical Requirements Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance. The physical demands of this position may be reasonably accommodated for individuals with disabilities to perform the essential functions on a case-by-case basis.
May be required to reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties.
Work may require repetitive motion, reaching, lifting, kneeling, and walking. Standing or sitting for several hours at a time, climbing in and out of a vehicle, and up and down stairs may also be required.
Must have the perseverance to work effectively under pressure for extended periods of time.
Requirements
Must be eligible to obtain and maintain a Secret clearance for this post.
Bachelor’s degree (or higher) in Emergency & Disaster Management with 8+ years of field experience, or 12+ years of related experience without a degree.
Must be a graduate of the following: Air Force Readiness Apprentice Course or approved equivalent; minimum prior attendance at required courses if not a graduate.
Must maintain annual instructor qualifications for emergency management-related courses.
A valid state driver’s license is required with the ability to obtain and maintain Tessera’s insurance coverage.
Access to a federal military installation requires a REAL ID-compliant driver's license or an acceptable alternative (e.g., U.S. passport or military ID).
Must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position.
