This position will function as the Advisory and Assistance Services (A&AS) Information Resilience Specialist for the Defense Threat Reduction Agency (DTRA), Cooperative Threat Reduction (CTR), Program Integration Department (CT-PI). CTR supports U.S. national security by preventing the acquisition, proliferation, and use of WMD, related materials, technologies, and expertise. The cooperative nature of CT's efforts contributes to stability, cooperation, and expanding U.S. influence in partner states and their regions. PI’s Department provides support to the entire CT directorate and offices in 22 countries in the following areas: manpower/ human capital, training, travel, knowledge and records management, acquisition, onboarding, export control, records management, cost support controls, and property/ facilities.
The Information Advantage Team information resilience specialist / action officer is a multi-discipline position designed to actively counter Foreign Malign Influence (FMI) of competitor states, engage with stakeholders across CTR to develop content, synchronize the efforts of information advantage stakeholders to foster integrated deterrence in the information space, participate in planning for field visits, provide a single source of IA team functions to field staff, and monitor reports/information sent from the field to CTR. The information resilience specialist must have a working understanding of Department of Defense organization. Experience on a military staff at the Battalion level and above is recommended. Experience as part of or working with the Department of State is a plus. Specific responsibilities fall into three broad categories:
DUTIES
Planning & Coordination
The IR Specialist develops conceptual frameworks to illustrate the information space fight as it exists today and help guide the IA team’s strategic efforts. The incumbent develops and executes Concept of Operations (CONOPs) and Operational Plans (OPLANS) for specific information advantage efforts and develops tactical processes to establish battle rhythms for sharing information among relevant parties. Along with the Media Specialist, plans travel for the IA Team and the PAO shop as needed. Serves as Team Leader for overseas trips and handles administrative and logistical functions. Develop potential messaging campaigns, plan for in-country support of special events, and conduct analysis on PAI problem areas in the information environment that need to be addressed. The IR Specialist seeks out stakeholders in the information space to connect to the IA Team to ensure consistent messaging across CTR, DTRA, the USG, and Partner nations. Builds relationships with stakeholders through meetings and virtual engagements to ensure shared understanding and prevent stove piping of information. Travels to partner nations to further solidify relationships and obtain local atmospherics of the information environment. Establish networks with a variety of interagency, public affairs officers, embassy officials, combat command representatives, etc. Media & Product Generation
Produces a regular (monthly) product (U & TS/SCI) on the state of the malign foreign influence campaign against DTRA/CTR to enhance senior leader and partner understanding of our problem set. Writes and prepares briefing materials relating to CTR messaging and malign foreign influence as requested by the client. Produces media products (press releases, interview support, etc.) in support of the Public Affairs Office (PAO). Develops and produces initial content/material/stories/interviews derived from a full range activity for counter-FMI. Research & Analysis
Conducts regular TS/SCI research to maintain a holistic picture of the plans, intentions, and capabilities of the malign actors seeking to smear DTRA/CTR. As required, will seek information in OSINT or classified spaces to establish basis of understanding for actors, platforms, sources, or attempts to gather intelligence by foreign actors. Regularly reviews PAI information generated by the IA team and other partners (DTRA Counterintelligence, Department of State GEC, etc.) on attempts by malign actors to smear DTRA/CTR. Monitors domestic media for stories about CTR and CTR equities. Qualifications
REQUIRED SKILLS AND QUALIFICATIONS Top Secret/SCI Security Clearance Bachelor’s degree or Master's degree related field with 3+ years of related experience in information operations or work in the information environment Travel up to 25% of the time Good communication skills both within the organization and internationally Demonstrated ability to inform senior leaders on progress of work Ability to work with a team as well as independently DESIRED SKILLS AND QUALIFICATIONS: Weapons of Mass Destruction (WMD) or Counter WMD experience Experience in Public Affairs/ Public Service/ Public Diplomacy
