Lutheran Social Services of WI and Upper MI is currently seeking a Low-Income Tax Credit Housing Property Manager for a new location in La Crosse. The Collective on 4th is a 64-unit building. The Tax Credit Specialist has primary responsibility for leasing, marketing and all related property management functions to maintain compliance with Low Income Housing Tax Credit (LIHTC) program regulations at assigned LSS-owned or managed LIHTC projects. This is a highly independent role and requires the property manager to be onsite during working hours. Essential Duties and Responsibilities

Assumes primary responsibility for managing tenant and stakeholder issues related to the property, tenant relations, marketing, and lease enforcement. Works independently and with supervisory staff to address concerns in a timely, consistent manner. Collaborates with the Business Unit and supports the Program Manager and Director by implementing the marketing plan and ensuring occupancy targets are met or exceeded. Markets and promotes the project to support occupancy; acts as the primary contact for inquiries. Direct responsibility for processing and verifying all compliance paperwork, including:

Reviewing and correcting documentation for tenant certifications, leases, etc. Assigning units, signing leases, and coordinating move-in/move-out steps Maintaining high occupancy and tenant satisfaction

Intake and processing of applications, collecting required documentation to verify program eligibility, completing background/credit checks and LIHTC eligibility, and working with third-party compliance services to approve tenancy; deny applications that do not meet eligibility criteria. Ensure all certification paperwork is complete according to LIHTC rules and LSS expectations; ensure compliance with occupancy rules, income limits, screening checks, and income targeting requirements. Communicate effectively with a variety of individuals, including neighborhood representatives and city leaders; maintain knowledge of LIHTC handbooks and applicable publications. Complete informational and compliance reports in a timely manner and respond to information requests on property operations. Attend community events to provide property information or tours Manage payments to the project (rents, deposits, fees), record payments, and prepare monthly deposit reports; participate in credit card processing following established protocols. Review monthly project financial reports for accuracy; communicate discrepancies to supervisory staff. Maintain a complete and accurate waiting list; ensure Fair Housing compliance and participate in annual training. Maintain tenant files and ensure compliance with LSS, state, and IRS standards/regulations; implement project expectations related to curb appeal and facility standards; coordinate with maintenance staff and budgets. Procure project supplies in line with agency and funder expectations; ensure budget compliance. Prepare for and participate in facility compliance inspections (e.g., WHEDA, city, state); conduct apartment inspections as required by program expectations. Serve as a primary point of contact for on-call/after-hours communications regarding facility and resident issues; coordinate maintenance response within prescribed timelines. Coordinate required facility testing (fires, elevators, sprinklers, detectors) and related safety checks; ensure timely actions. Uphold quality programming through best practice standards and licensing requirements; represent the agency and properties/programs to internal and external stakeholders. Complete assigned trainings within prescribed timeframes and pursue additional training opportunities with supervisory coordination and budget considerations; maintain MSDS for assigned projects. Demonstrate knowledge of property management software and related systems. Perform other duties as required/assigned. Perks

A Bachelor’s degree or an Associate’s degree with minimum 2 years of property management experience OR 5 years of property management experience is required. Additional experience in property management or customer service in a similar setting is preferred. Low Income Housing Tax Credit Specialist Certification:

Required, but may be obtained within the first three months of employment. Certificates, Licenses, Registrations

Must have a valid driver’s license and reliable transportation; a motor vehicle check (MVR) with satisfactory driving record and ability to meet LSS auto insurance requirements is required. Other Requirements

Language Skills:

Ability to communicate effectively in verbal and written format. Ability to read, analyze and interpret general documents and respond to questions. Computer Skills/Technology:

Proficiency with computers, timekeeping systems, email, online training, and Microsoft Office Suite (Word, Excel, PowerPoint). Physical Demands/Work Environment:

The role may require standing, walking, sitting, occasional lifting up to 10 pounds, and travel between locations; exposure to outdoor conditions and occasional cleaning-related environments.
