Overview
Lutheran Social Services of WI and Upper MI is currently seeking a Tax Credit Specialist / Property Manager in the Milwaukee area. The position will be responsible for multiple properties including 40 units at scattered sites throughout the metro Milwaukee area and assisting with an additional 67 scattered units. The Tax Credit Specialist has primary responsibility for leasing, marketing and all related property management functions to maintain compliance with the Low Income Housing Tax Credit program regulations at assigned LSS owned or managed LIHTC projects. This is a highly independent role and requires the property manager to be onsite daily. Essential Duties and Responsibilities
Assumes primary and direct responsibility for managing tenant and stakeholder issues and concerns related to the property, tenant relations, marketing, etc. Works independently and with supervisory staff to address concerns in a consistent and timely manner. Provides enforcement of lease requirements and project rules. Works as a collaborative team member to support the Business Unit. Markets and promotes the project(s) to ensure occupancy rates that meet or exceed leasing schedule. Leasing schedule will be provided. Works closely with Program Manager and Director to implement marketing plan. The specialist is the primary point of contact for the property and will answer inquiries. Direct responsibility for processing and verifying all compliance paperwork Reviews and corrects documentation for tenant certifications, leases, etc Assign units, sign leases and facilitate all steps of move in and move out Maintain high occupancy and tenant satisfaction Intake and process applications Collect required documentation to verify program eligibility Completes background, credit checks and LIHTC eligibility as well as work with third party compliance service to complete approval for tenancy Deny applications that do not meet eligibility criteria Ensure all certification paperwork is complete according to Low Income Housing Tax Credit (LIHTC) program rules and LSS expectations Ensures compliance with administrative rules for occupancy of the projects; i.e., income limits, screening checks, and income targeting requirements Maintain high attention to detail and ability to communicate with a variety of individuals, neighbors, and city leaders Have working knowledge of LIHTC handbook(s) and publications and implement requirements contained within Complete informational and compliance reports and respond to requests for information on property operations in a timely basis Attend community events to provide property information or give tours of the property Collects all payments to the project including security deposits, pet deposits, damage payments and monthly rents Record all payments received and prepare an accurate electronic monthly deposit report; participate in credit card processing of payments following established protocols Receive, review, and provide feedback concerning monthly project financial reports; monitor to ensure all identified charges are accurate and that rents and other income are reflected; communicate discrepancies to supervisory staff Maintain a complete and accurate waiting list Ensure individual and project compliance with Fair Housing laws; participate in annual Fair Housing training Ensure complete and compliant tenant files that meet LSS, state and IRS standards/regulations; maintain tenant files as assigned Implement LSS and municipal expectations related to project curb appeal and facility standards; provide direct services to accomplish these goals; e.g., snow/ice removal, weed pulling, trash pickup; work with maintenance and supervisory staff within budget Purchase project supplies in accordance with agency and funder expectations; ensure compliance with project budget Prepare for and participate in facility compliance inspections (WHEDA, city, state, etc.) Conduct apartment inspections per identified program expectations Have responsibility for on-call/after-hours communications regarding facility or resident issues; respond or dispatch to maintenance within prescribed timelines Conduct or arrange required facility testing (fire extinguisher, elevator, sprinkler system, smoke detectors, batteries, and fire inspections) Ensure quality programming through best practice standards and contract/licensing requirements Represent the agency and properties/programs to internal and external customers; establish and maintain relationships with stakeholders Complete all assigned training in the prescribed timeframe; seek additional training opportunities to enhance effectiveness; coordinate participation with supervisory staff Maintain MSDS book for each assigned project Knowledge of property management software Perform other duties as required/assigned Perks

A Bachelor's degree or an Associate's Degree with minimum 2 years property management experience OR 5 years of property management experience is required. Additional previous experience in property management and/or working with customers in a similar setting is preferred. A Low Income Housing Tax Credit Specialist Certification is required, but can be obtained within the first three months of employment. Certificates, Licenses, Registrations
Must have a valid driver's license and have reliable transportation to perform the essential duties of the role; a motor vehicle check (MVR) with a satisfactory driving record per the LSS Driver Safety Procedure is required, and ability to meet LSS auto insurance requirements. Travel:
