GENERAL DESCRIPTION

Under the State Parks Division this position is responsible for performing complex to highly complex (journey-level) consultative services and technical assistance work for staff-operated concessions and retail outlets. Work involves planning, developing, and implementing staff concession programs and providing direct support to field units for meeting operational objectives, financial management goals, program and customer service standards. Makes recommendations to park staff, program, branch and division management for strategic planning, preparing and completing action plans, monitoring productivity, quality, and customer-service standards. Provides assistance to staff for assistance in resolving problems, completing audit recommendations, identifying trends, developing market and promotional approaches, identifying needed improvements and formulating change. Work involves assisting with identifying products, product development, procurement and delivery of goods, merchandising and setting up displays. Assists with recruiting, selecting, orienting, training and coaching store and staff concessions staff. Works closely with community organizations, vendors and the general public. May train others. Performs other duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures. BENEFITS

MINIMUM QUALIFICATIONS

Education:

Program Specialist III: Graduation from a High School with a diploma or GED. Program Specialist IV: Graduation from an accredited college or university with a Bachelor’s degree. Experience:

Program Specialist III: Three years experience supervising a commercial retail outlet or Texas State Park Store; three years experience in purchasing site specific or themed product line; three years experience in customer service. NOTE: Experience may have occurred concurrently. Program Specialist IV: Four years experience supervising a commercial retail outlet or Texas State Parks Store; four years experience in purchasing site specific or themed product line; four years experience in customer service. NOTE: Experience may have occurred concurrently. Licensure:

Applicant must possess or be able to obtain, within 30 days of employment, a Texas class “C” driver’s license. NOTE: Retention of position contingent upon obtaining and maintaining required license. Substitutions:

One additional year of the required experience supervising a commercial retail outlet or Texas State Park Store may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours. PREFERRED QUALIFICATIONS

Education:

Program Specialist III: Associate degree or higher. Program Specialist IV: Bachelor’s degree in Business or related field. Experience:

Program Specialist III: Four years managing a Texas State Park Store or six years managing a retail store. Program Specialist IV: Ten or more years managing a Texas State Park Store or ten years managing a retail store. Licensure:

Program Specialist III-IV: SPD Certified Texas Contract Developer (CTCD), Certified Texas Purchasing Manager (CTPM), or Certified Texas Contract Manager (CTCM); and Certified Concession Manager (CCM) certification from the National Association of Concessionaires. KNOWLEDGE, SKILLS AND ABILITIES

Program Specialist III

Knowledge of retail and hospitality management; pricing for cost/inventory management, resale purchasing, vendor relationships, product/service resources and commercial awareness; production, communication and dissemination techniques; instructional methods and training techniques.

Program Specialist IV

Additional knowledge includes managing multiple retail operations; sales techniques; forecasting and goal-setting; interpreting sales data and store performance reports; business planning and promotional techniques; market analysis and strategic planning. Skills

Budget monitoring, expenditure tracking, invoice reconciliation; ability to identify indicators of program performance; independent decision-making; customer service; written and verbal communication; planning and supervision; problem solving; proficiency with MS Word, Excel, PowerPoint, Access, Outlook, POS software, and related tools. Program Specialist IV adds experience with sales reporting systems, POS platforms, scheduling/training tools, and leadership across multiple teams. Abilities

Exercise sound judgment; effective communication and relationship building; flexibility; teamwork; confidentiality; travel; ability to perform manual labor up to 50 lbs; strategic coordination across teams and locations; perspective on emerging trends and adapting programs accordingly. WORKING CONDITIONS

Work schedule: 8:00 a.m. – 5:00 p.m., Monday through Friday; alternative schedules may be available. Overtime as necessary; travel up to 25% with possible overnight stays; ability to operate a State vehicle.
