Position Summary: This is a non-exempt position under the general direction of the Property Manager, who plans, organizes, coordinates, and implements the daily operation of public housing developments within the SLHA portfolio. The Assistant Property Manager provides direct on-site oversight and coordination to support staff. Assists in determining priorities of daily work assignments, various repair projects, vacancy turnover tasks, leasing and resident certification. Provides supervisory and administrative functions for leasing, resident certification, maintenance, repair, rehabilitation, and cleaning activities for one or multiple public housing developments. Successful performance requires prioritizing work, communicating with tenants as a representative of the SLHA, providing leadership to the public housing staff, and performing semi-skilled/skilled and administrative work in managing public housing complexes.
Responsibilities
Provide on-site oversight and coordination to support staff across one or more public housing developments.
Assist in prioritizing daily work assignments, repair projects, vacancy turnover tasks, leasing, and resident certification.
Supervise and perform administrative functions for leasing, resident certification, maintenance, repair, rehabilitation, and cleaning activities.
Communicate with tenants and represent the SLHA in a professional manner; provide leadership to public housing staff.
Collaborate with the Facilities Manager to create and implement a preventive maintenance program and oversee unit inspections.
Explain and implement new or revised housing programs, priorities, policies, and procedures to staff and program participants.
Handle tenant conflicts, questions, and complaints regarding rents, programs, and violations; develop working relationships with tenant groups and community partners.
Assist in developing SLHA policies, procedures, and program objectives.
Conduct annual unit inspections and coordinate repairs; walk the grounds and ensure property is clean and orderly.
Serve as the designee for the Property Manager when appointed.
Maintain knowledge of federal housing laws, ordinances, rules, regulations, and SLHA policies.
Possess or obtain required certifications (e.g., Public Housing Manager/Managing Maintenance Certificate) and manage pre-qualifications and lease processes in line with program requirements.
Minimum Qualifications
Equivalent of an Associate's Degree in sociology, public administration, or closely related field, plus three years of progressively responsible experience in property management, social services administration, or related field, including one year in a supervisory or lead capacity. Possession of a Public Housing Manager or Managing Maintenance Certificate or the ability to become certified within one year is required. An equivalent certificate may be substituted.
Knowledge of principles and practices of property management, federal housing laws, ordinances, rules, regulations, and SLHA policies.
Ability to assist with daily operations of federally subsidized housing developments (leasing, rent collection, lease enforcement, maintenance, etc.) and monitor compliance with HUD rules and agency procedures.
Skilled in representing the agency with outside agencies and organizations; able to interpret program goals and develop community resources to achieve those goals.
Ability to pre-qualify applicants for affordable housing programs (e.g., LIHTC, Public Housing).
Ability to conduct lease-ups, resident orientations, lease execution, recertification, and move-outs; explain residents’ rights and responsibilities under the lease.
Ability to calculate and process income certification per HUD guidelines and assist with annual certifications.
Skill in troubleshooting repair problems and determining effective repairs, staff, materials, and supplies required.
Ability to inspect staff and contract work to ensure standards are met.
Collaborate to implement preventive maintenance and oversee timely unit inspections and required work.
Ability to explain and implement program changes to staff and participants; resolve complex or sensitive tenant issues.
Strong relationship-building with tenant groups and community partners to improve housing services responsiveness.
Ability to conduct annual unit inspections and coordinate repairs, ensuring property is clean and orderly.
Designee duties for the Property Manager when appointed.
Current driver's license and insurability under the Authority’s automobile insurance are desirable.
