This position is located in Olympia, Washington, and is not union-represented. Note: there is the possibility of an in-training from the Budget Analyst 3 level. Budget Analyst 3 Salary range 54: $60,132 - $80,820 Budget Analyst 4 Salary range 61: $71,472 - $96,144 The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience. About The Financial Services Division

The Financial Services Division (FIS) provides support and accountability for agency financial and budgetary decisions, reporting, and transmission of agency financial information. FIS handles accounting, payroll, contracts and purchasing, and includes three main sections: Accounting, Contracts & Grants, and Budget. The Budget Team manages all agency budget functions, expenditure monitoring and projections, biennial and supplemental budget requests, and coordination with OFM and legislative staff. The AGO’s total biennial budget is roughly $750 million and 2,030 FTE.

Duties And Essential Functions Of a Budget Analyst 4

Analyze agency budget practices independently; provide accurate research support for staffing and budget functions to aid resource decisions. Make recommendations for allocations aligned to appropriations; balance division revenue and expenditure budgets; prepare and update draft budgets as legislation and circumstances change. Create spreadsheets, reports, and presentations for budget/financial reporting and tracking; ensure accuracy through thorough analysis. Review processes and propose procedural improvements; document AGO budget practices. Assist staff in evaluating legislation fiscal impact. Independently review agency expenditures and revenues for anomalies; provide analysis and proposed resolutions. Communicate effectively in writing and verbally; tailor information for diverse audiences. Understand complex information; synthesize budget and policy data; use logical, solutions-oriented problem solving. Manage tasks in a fast-paced, sometimes political environment; work independently and effectively. Demonstrate resourcefulness; collaborate in a team, including high-stress situations, to achieve agency goals. Monitor budgets and advise non-financial managers on spending; help develop and implement customized spending plans that ensure compliance with monetary rules.

In-Training Defined

An in-training is on-the-job instruction designed for candidates with less experience than the required goal classification to learn and grow into a higher-level role. We are open to considering candidates at the Budget Analyst 3 level who are interested in learning on-the-job with the goal of moving into the Budget Analyst 4 role. You’ll gain competencies and skills while being supported by your supervisor and coworkers. Upon successful completion of training and demonstration of knowledge of the position requirements, you will be promoted to Budget Analyst 4.

Qualifications

To qualify at the Budget Analyst 3 Level: A Bachelor’s degree in business, public administration, accounting, economics or statistics; plus five years of professional experience in budgets, management or program analysis. To Qualify At The Budget Analyst 4 Level: A Bachelor’s degree in business, public administration, accounting, economics or statistics; plus five years of professional experience in budgets, management or program analysis; plus demonstrated expert level experience in one or more of the following: Minimum of four years in Washington State Government with experience in systems, accounting, budgeting and operations. Experience with cost allocation methodologies. Experience with timekeeping systems used to record time and to bill customers. Experience with database software (e.g., Microsoft Access) to create templates and design basic databases and reports. For Both Levels A Masters’ degree can substitute for two years of experience; additional experience may be substituted year-for-year for education.
