Summary The Administrative Office of the Courts (AOC) seeks a Budget Specialist to provide strategic fiscal insight and steward public funds within Washington’s judicial system.
Responsibilities
Collaborate with executive leadership to analyze court budgets, revenue streams, and operational efficiency.
Develop, manage, and forecast financial datasets, budgets, and fiscal models.
Prepare biennial and supplemental budgets, fiscal notes, and legislative decision packages in partnership with leadership.
Monitor financial performance, conduct trend analysis, and recommend adjustments to optimize resource use and ensure compliance.
Communicate with state agencies and internal departments to interpret fiscal policies, legislation, and reporting requirements.
Support grant budgeting and reporting, ensuring alignment with fiscal guidelines and compliance with grant terms.
Create clear visual and written tools to present complex financial data to leadership, staff, and external stakeholders.
Advises and trains divisional leaders on spending plans, purchasing decisions, and budget execution strategies.
Qualifications
Bachelor’s degree in business, public administration, or closely related field with 20 quarter hours of college credit in accounting, budget preparation, and/or management analysis.
Two (2) or more years of progressively responsible finance and/or budgeting experience working for Washington State or another government entity.
Four (4) or more years of progressively responsible finance and/or budgeting experience in the private sector.
Comprehensive understanding of budget development, including biennial and supplemental budgets, allotments, and fiscal forecasting.
Advanced expertise in fiscal analysis, including preparing fiscal estimates and legislative fiscal notes.
Strong grasp of agency budget policies, procedures, and application across budget systems.
Skilled in financial management strategies that align fiscal resources with organizational goals.
Familiarity with statutes and procedures related to public records requests and compliance.
Effective in managing time, staff, and resources to meet organizational objectives.
Proficient in designing, implementing, and improving budget processes and internal controls.
Capable of analyzing financial data, monitoring trends, and recommending sound fiscal strategies.
Experienced in advising and training leadership and staff on budget-related matters.
Collaborative and adaptable, with the ability to support peers, participate in committees, and maintain current knowledge through ongoing training.
