The Tax Fraud Examiner 4 performs investigative and research responsibilities related to allegations of violations of State of Arizona tax laws and tax fraud. This role reviews compliance audits of various tax types in coordination with internal and external investigators, investigative subjects, business professionals, and attorneys, by performing interviews, issuing subpoenas, participating in the execution of financial search warrants, and preparing evidence and financial records for legal case files. Due to the nature of this work, the incumbent must be able to meet all requirements to access Criminal Justice Information Services (CJIS) data, may be required to testify before a grand jury, and conduct field visits which may involve overnight travel. Supervision
This position does not have direct reports. Job Duties
Audit Reviews and Investigations: Conducts complex criminal tax investigations and audit reviews involving the accurate calculation and application of tax laws, rules and regulations, policies, and procedures of the department; may involve in-state travel to taxpayers. Accurate and timely examination and investigation of audits based on information obtained through CJIS data, interviews, subpoenas, financial records, and other applicable documentation. Researches tax returns to determine validity, and if fraudulent, takes appropriate corrective action. Elicits clarifying information, assesses evidence, evaluates testimony in a written decision, and prepares legal case files for prosecution. Fully documents audits to support the department's position and maintain the audit file. Prepares and completes investigative reports for the agency and the Attorney General’s Office. Conducts field visits/audits for criminal tax fraud investigative purposes. Agency Representation: Attends and represents the department at informal and formal hearings, including requests to testify before a grand jury; prepares testimony for trials; makes court appearances related to audit findings. Agency/Department Compliance & Continuous Improvement: Remains current on tax laws, regulations, policies, and best practices; contributes to team effectiveness and continuous improvement efforts within the Arizona Management System (AMS). Education & Experience
Any combination that meets the knowledge, skills and abilities (KSA); typical paths include a relevant degree (e.g., Bachelor's) or equivalent work experience relevant to the assignment. Minimum four (4) years’ related experience as an Auditor, or equivalent experience. Licenses & Certifications
Valid Arizona Driver’s License Knowledge/Understanding
Knowledge of federal and state tax laws, policies, and procedures; knowledge of applicable tax codes; auditing methods, systems, standards, and procedures; GAAP and GAAS familiarity. Skills
Excellent communication (verbal, written, listening); ability to convey tax-related information in laymans terms. Strong mathematical computation, organization, and time-management skills. Interpersonal skills; PC proficiency in Windows, Internet, Google Suite, and Microsoft Excel; familiarity with tax reporting and accounting systems. Abilities
Ability to clear comprehensive background and clearance processes, including CJIS and FBI fingerprint checks. Ability to interpret and apply tax laws; work autonomously and in a team; maintain confidentiality; appear in court; travel up to 10% for field duties and appearances. Analytical problem-solving abilities to collect and analyze data and identify solutions.
