This position will be involved with analyzing business needs and supporting leaders around Treasury in achieving their initiatives through business analysis, project management, and system improvement. This position works as part of a six‑person team within our Risk and Resiliency Division.

Job Duties Summary

Lead efforts to determine root of complex problems and requests, research and interpret laws, rules or policies affecting statewide initiatives and proposals, participate in the creation of business/technology visions that promote operational change, and support and implement strong organizational change management practices.

Work with business process owners to identify process improvement opportunities and providing guidance and context in determining complexity. Conduct or lead teams to conduct research and analysis, fit/gap analysis, and other process improvements.

Conduct analysis and evaluation of data, supporting business case development, facilitating requirements elicitation and documentation activities, leading business process/workflow analysis and fit/gap analysis, communicating business requirements to users and technical support team members, assisting in RFP and contract preparation, and any other support deemed necessary for project success.

Elicit and document project requirements, coordinating between vendors and Treasury staff, facilitating the testing and validation of solutions, and providing change management services. Lead business process/workflow analysis and fit/gap analysis.

Provide documentation support to agency divisions by creating and maintaining project templates, identifying documentation needed for a project, assisting in the completion of documents, and preparing documentation in a detailed and professional manner.

Work Schedule Hybrid remote and in‑office schedule, approximately 90% time remote with a minimum of eight days per year in‑office presence, spread over each quarter of the year. Office location is predominantly the Treasury Salem office.

Salary Range $73,476 - $112,908 annually

Job Classification Operations and Policy Analyst 3 – SEIU represented position.

Required Minimum Qualifications

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for knowledge and skills; and four years professional‑level evaluative, analytical and planning work.

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Job Specific Attributes

Experience working as a business analyst (project, program, or operations).

Experience gathering, documenting, analyzing, and validating business or system requirements to ensure solutions meet business needs.

Experience performing business assessments, including analysis, problem identification, and stakeholder evaluation to inform process improvements or system design.

Experience with creating, analyzing, and researching design requirements.

Experience with business and organizational system improvement.

Strong analytical skills.

Experience integrating data and information from multiple sources, across programs and departments, and in decision‑making. Ability to synthesize large amounts of information, think critically, communicate complex ideas in a meaningful way, and be able to lead collaborative problem‑solving and solution‑driven discussions.

Training or familiarity in a formalized Change Management methodology (e.g. Prosci).

Familiarity with formalized Project Management methodologies.

Proficiency in Microsoft 365: Word, Excel, Outlook, and Teams.

Holds a IIBA or PMI – PBA Business Analyst certification.
