Oregon State Treasury is recruiting for the position of Business Analyst. This position will be involved with analyzing business needs and supporting leaders around Treasury in achieving their initiatives through business analysis, project management, and system improvement. This position works as part of a six-person team within our Risk and Resiliency Division.
Job Duties / Responsibilities
Lead efforts to determine root of complex problems and requests, research and interpret laws, rules or policies affecting statewide initiatives and proposals, participate in the creation of business/technology visions that promote operational change, and support and implement strong organizational change management practices.
Work with business process owners to identify process improvement opportunities and provide guidance in determining complexity. Conduct or lead teams to conduct research and analysis, fit/gap analysis, and other process improvements.
Conduct analysis and evaluation of data, support business case development, facilitate requirements elicitation and documentation activities, lead business process/workflow analysis and fit/gap analysis, communicate business requirements to users and the technical support team, assist in RFP and contract preparation, and provide other project support as needed.
Elicit and document project requirements, coordinate between vendors and Treasury staff, facilitate testing and validation of solutions, and provide change management services. Lead business process/workflow analysis and fit/gap analysis.
Provide documentation support to agency divisions by creating and maintaining project templates, identifying documentation needs for a project, assisting in the completion of documents, and preparing documentation in a detailed and professional manner.
Work Schedule This position offers a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's Salem office. The schedule will be approximately 90+% remote with a minimum of eight in-office days per year, spread over each quarter of the year.
Salary Range $73,476 - $112,908 annually
Job Classification This position is classified as an Operations and Policy Analyst 3. This position is a SEIU represented position.
Required Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four years of professional-level evaluative, analytical, and planning work; OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
