Perform complex accounting, technical support, and budgeting work in support of the Texas Historical Commission (THC) within the Finance and Accounting Division. Responsibilities include monitoring, maintaining, and overseeing accounting systems, procedures, controls, and preparing financial analyses and reports. Assist in budget preparation and monitoring, and report performance measures to the LBB. Work under limited supervision, exercising initiative and independent judgment. Essential Duties
Budget Duties
Coordinate budget and accounting functions, ensuring accurate and timely reporting. Manage USAS/ABEST quarterly reconciliation reporting. Analyze expenditure patterns, budget projections, and financial position. Perform monthly projections, expenditure, and appropriation analysis. Prepare budget entries and reports using USAS and CAPPS Financials. Research errors, resolve issues, and check requisitions in CAPPS Financial module. Prepare management reports and assist with internal budgets, legislative requests, and performance measures. CAPPS Duties
Review and approve requisitions in CAPPS. Assist with monthly reconciliations between CAPPS and USAS. Other
Maintain regular attendance and adhere to safety and ethics guidelines. Qualifications
Must meet specific education and experience requirements, including a degree from an accredited college, experience in state government financial services, advanced Excel skills, and a valid driver’s license. Willingness to travel up to 10% is required. Preferred Qualifications
Master’s degree, experience with USAS, PeopleSoft, CAPPS, Tableau, Power BI, and query design are preferred. Knowledge, Skills, and Abilities
Strong knowledge of accounting, budgeting, procurement, excellent communication, organizational skills, data analysis, process improvement, and ability to work independently and in teams. Must maintain confidentiality and exercise sound judgment. Additional Requirements
Must have or obtain a driver’s license and complete defensive driving. Work involves sedentary office tasks, some physical activity, and extended computer use. Travel and extended hours may be required. Veterans and Military Preference
Priority is given to veterans and eligible spouses. Documentation such as DD 214 or VA benefits letter is required for preference. Application Procedure
