Essential Job Functions
Performs budget preparation and analysis work. Oversees planning, organizing, coordinating, and evaluating budgetary activities and performance measures. Works under minimal supervision with extensive latitude for initiative and independent judgment.
Assists with development, implementation, and maintenance of program budgets for Medicaid and CHIP Services (MCS). Assists the Budget Manager with Organizational Budgets, Legislative Appropriations Request (LAR), Fiscal Notes, and Annual Operating Plans. Prepares and coordinates budget briefings to leadership. Produces management reports and responds to issues. May attend budget meetings with executive staff.
Assists with development and coordination of organizational budgets, strategy/appropriation budgets, legislative appropriation requests, budget adjustments and budget negotiations. Provides instruction and training to team members.
Analyzes and maintains agency budgets and expenditure patterns. Recommends improvements for efficient funding use and accountability. Verifies data, analyzes trends, and resolves budget issues related to encumbrances and expenditures.
Prepares, reviews, and analyzes cost estimates and fiscal notes for proposed legislation. Assesses fiscal impacts of rules and legislation on HHSC programs. Responds to inquiries from legislature and state/federal entities.
Provides budgetary guidance to department staff, participates in policy/procedure development, and supports budget policy initiatives.
Knowledge, Skills, and Abilities
Knowledge of local, state, and federal laws relevant to the program area.
Knowledge of public administration, budget management, accounting policies, and CAPPS/USAS systems.
Analytical skills to analyze financial data and prepare concise reports.
Strong written and oral communication skills; ability to train others and coordinate detailed financial data.
Ability to manage program activities, set goals, identify problems, and implement solutions.
Initial Screening Criteria
Experience within governmental finance and/or budget office.
Experience with financial processes and budget processes.
Experience with MS Office (Excel, Word); preference for experience with PeopleSoft, CAPPS Financials, or other financial software.
Final Selection Criteria
Experience in budget finance, procedures, and processes.
Experience with operating budget processes.
