The Texas Historical Commission (THC) is seeking a Budget Analyst III or IV to perform complex budget analysis and accounting support within the Finance and Accounting Division. The ideal candidate will have experience in state government financial, budget, and/or accounting services, and advanced Microsoft Excel skills.
JOB OBJECTIVE
Perform complex budget analysis and accounting support for the Texas Historical Commission (THC) within the Finance and Accounting Division, with emphasis on budget development, monitoring, and compliance with state fiscal systems (USAS, CAPPS, ABEST, and TINS). ESSENTIAL DUTIES
Coordinate various budget and accounting functions, delivering accurate and timely reporting processing. Manage the Uniform Statewide Accounting System (USAS)/Automated Budget Evaluation System (ABEST) quarterly Reconciliation reporting. Enter, review, and reconcile transactions in the Uniform Statewide Accounting System (USAS), ensuring accuracy, compliance with state requirements, and consistency with CAPPS and agency budgets. Analyze and interpret expenditure patterns, budget projections, and the agency's financial position. Perform monthly projections, expenditure, and appropriation analysis. Prepare budget entries and reports using USAS and Centralized Accounting Payroll/Personnel System (CAPPS) Financials. Research errors, solve issues, and budget check requisitions in the CAPPS Financial module. Prepare various budget and accounting reports for management. Assist with monthly reconciliations between various CAPPS modules such as Accounts Payable, Journal General Ledger, Budget Ledger, and Asset Management. Assist with Legislative Appropriations Requests, Operating Budget development, fiscal notes, and performance measure reporting. Assist with the development and maintenance of assigned internal operating budgets. Assist in collecting, organizing, analyzing, and/or preparing materials in response to program information and reports. May assist with reporting requirements to other agencies. CAPPS DUTIES
Assist with or review, prepare, and analyze monthly reconciliations between CAPPS and USAS, including the HX and IN Browser CAPPS reconciliations, to ensure appropriate liquidation entries are created after data from the HX file and IN Browser records are matched and in alignment of appropriation balances. Review and budget approve requisitions in CAPPS for purchases in accordance with the agency processing goals. OTHER
Adhere to an established work schedule with regular attendance. Follow all THC safety guidelines/procedures and ethics requirements. NON-ESSENTIAL DUTIES
Perform other duties as assigned. QUALIFICATIONS/REQUIREMENTS
Graduation from an accredited four-year college or university (one year of relevant work experience related to the essential duties may substitute for one year of college). Work experience in state government financial, budget, and/or accounting services. Advanced Microsoft Excel skills, including use of formulas and pivot tables. Experience working with Texas state government processes, policies, and procedures. Ability to maintain the security or integrity of the critical infrastructure. Valid driver’s license, acceptable driving record, and ability to drive a state vehicle. Required to travel up to 10% of the work period. PREFER
Master’s degree in accounting, Business, Public Administration, Computer Science, Computer Information Systems, Management Information Systems, or a closely related field. Experience working with the State of Texas Uniform Statewide Accounting System (USAS). Experience with PeopleSoft or CAPPS. Familiarity with Tableau and/or Power BI. Experience with query design and analysis. KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Accounting, Budgeting, and Procurement processes and procedures. Knowledge of state financial systems including USAS, CAPPS, ABEST, and TINS. Effective verbal and written communication, human relations, and organizational skills. Skill in identifying and analyzing resources needed and actions to be taken to ensure division needs are met. Skill in prioritizing, identifying, and communicating project resources and updates needed to complete multiple projects concurrently within scheduled deadlines. Skill in providing customer service excellence to both internal and external customers. Skill in operating a personal computer with word processing, database, and spreadsheet software. Ability to accurately and efficiently work with large data sets. Ability to identify and implement process improvement and automation opportunities. Ability to work in a setting requiring self-motivation/cooperative decision-making and to work effectively with diverse groups of people. Ability to work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail. Ability to multi-task in a fast-paced environment. Ability to adapt successfully and quickly to change and deliver quality results in a timely manner. Ability to plan, organize, and work independently, as well as within a team environment. Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking, standing, pulling and pushing, kneeling, stooping, and bending, performing tasks requiring fine motor skills and coordination, and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. MILITARY EMPLOYMENT PREFERENCE
