GENERAL DESCRIPTION
The Office of Inspector General (OIG) is the independent law enforcement agency dedicated to maintaining the safety and security of the Texas juvenile justice system. It has statutory responsibility to investigate criminal allegations involving TJJD juveniles, employees, facilities, contractors, volunteers or programs within the Texas juvenile justice system. OIG inspectors general oversee criminal investigations and possess all the power and duties granted to peace officers under the Texas Code of Criminal Procedure. Their authority extends to parole officers and facilities operating under contract with TJJD. Specialized inspectors investigate abuse, neglect and exploitation by staff against justice-involved youth at state and county levels. The OIG also provides security at gatehouses, detects contraband, and operates the 24-hour Incident Reporting Center (IRC). Criminal analysts compile and submit reports to TJJD board members, the legislature, and other state agencies and monitor compliance with the TJJD Use of Force Plan.
Performs investigative law enforcement work as a commissioned peace officer for the OIG. This includes planning, organizing, and conducting investigations on agency property or involving agency interests. May require the use of canine partners for contraband detection and may involve work at secure or non-secure facilities. May work in excess of 40 hours per week and be on-call; occasional statewide travel may be required.
ESSENTIAL DUTIES
Conducts and oversees security and investigations of alleged violations of laws, rules, and regulations; conducts security and protective operations at the gatehouse and exterior properties; conducts searches and inspections of facility premises, persons, and vehicles; identifies and oversees incidents such as unauthorized entry, escape or other criminal violations and may report, confront, apprehend, detain, or arrest suspects; documents investigative activity and maintains records in compliance with laws and retention policies; testifies in criminal proceedings; reports safety hazards and completes required documentation for accidents or injuries; provides training; may be assigned a canine partner to assist with contraband detection; performs related work as assigned.
MINIMUM QUALIFICATIONS
Graduation from an accredited four-year college or university with major coursework in accounting, business, criminal justice, or related field is preferred; experience and education may be substituted. OR High School diploma or equivalent plus four years of full-time wage-earning experience in investigative or law enforcement work (including canine, military police, security, correctional, parole, or probation work with youth or adults). Required: Active Texas Commission on Law Enforcement (TCOLE) Basic Peace Officer license and eligibility for appointment; valid driver’s license.
PREFERRED QUALIFICATIONS
Associate’s or Bachelor’s degree in criminal justice, social work, behavioral science, legal studies, or related field. Intermediate Peace Officer certification (TCOLE). Law enforcement investigative experience. Military police experience.
EXPERIENCE AND EDUCATION SUBSTITUTIONS
Current TCOLE peace officer proficiency certification above basic level may substitute for experience (intermediate = 1 year, advanced = 2 years, masters = 4 years). Undergraduate study hours may substitute for up to 4 years of experience (30 hours = 1 year). Graduate study hours may substitute for up to 2 years (12 hours = 1 year). Pro-rated part-time experience may satisfy the experience requirement.
Note: Any degree, diploma, or course hours must be from an accredited institution.
This position is subject to mandatory pre-employment drug testing; employment contingent on acceptable drug screen results. May be subject to a written exercise and physical fitness assessment.
REQUIREMENTS FOR CONTINUED EMPLOYMENT
Maintain a valid driver license. Maintain a valid TCOLE peace officer license. If assigned a canine partner, must be certified annually and trained in passive canine alert. Failure to maintain required licenses/certifications will result in termination.

Knowledge of rules of evidence and regulations related to abuse, neglect, exploitation of youth. Knowledge of procedures for managing volatile situations; ability to maintain confidentiality and impartiality. Ability to restrain youth, use firearms and defensive tactics, administer first aid, maintain written records, enforce order, operate computers and office equipment, analyze data, organize and manage tasks; ability to conduct investigations and interviews; prepare reports, warrants, and cases for prosecution; interpret laws; communicate effectively; provide guidance.
