GENERAL DESCRIPTION

The Office of Inspector General (OIG) is the independent law enforcement agency dedicated to maintaining the safety and security of the Texas juvenile justice system. It investigates criminal allegations involving TJJD juveniles, employees, facilities, contractors, volunteers or programs within the Texas juvenile justice system. OIG inspectors general oversee criminal investigations and possess all the powers granted to peace officers under the Texas Code of Criminal Procedure. Their authority extends to parole officers and facilities operating under contract with TJJD. Specialized inspectors investigate abuse, neglect and exploitation by staff against justice-involved youth at state and county levels. The OIG also provides security at gatehouses and is responsible for detecting contraband and operating the 24-hour Incident Reporting Center (IRC). Criminal analysts prepare and submit reports regarding investigations and operations. They monitor compliance with the TJJD Use of Force Plan. Performs investigative law enforcement supervisory work. Serves as a commissioned peace officer for the OIG. Works involve administering the daily operations of facility investigative programs. Maintains a working environment free of discrimination and harassment, ensures mandatory training is complete, and addresses issues in consultation with OIG management. Maintains a high level of personal and professional integrity. Works under general supervision with moderate latitude for initiative and independent judgment. May exceed 40 hours per week; may be on-call. Occasional statewide travel required, including travel with little notice. ESSENTIAL DUTIES

Oversees security and protective operations at the gatehouse and exterior properties surrounding the secure area of the facility. Oversees incidents involving unauthorized entry, vandalism, escapes, or other criminal violations; assists with reporting, confrontation, apprehension, detention, or arrest as appropriate. Plans, coordinates, and evaluates daily security operations; provides guidance and training to supervised staff; oversees implementation of new processes. Collaborates with facility administrators, juvenile correctional officers, and serves as liaison with local, county, state, and federal law enforcement agencies. Prepares and reviews investigative reports; informs agency management of findings. Develops and executes agency recruitment and hiring for facilities. Reports safety hazards and documents accidents or injuries within required timeframes. Performs related work as assigned. MINIMUM QUALIFICATIONS

Graduation from an accredited four-year college or university with major coursework in accounting, business, criminal justice, or related field is generally preferred. Experience and education may be substituted for one another. Two (2) years of full-time wage-earning experience in investigative or law enforcement work or related roles; or equivalent experience such as canine officer, military police, correctional officer, case manager, social worker, or parole/probation officer working with juveniles or adults. OR High School diploma or equivalent. Six (6) years of full-time wage-earning experience in related fields. Other Requirements: Must hold an active Texas Commission on Law Enforcement (TCOLE) Basic Peace Officer license and be eligible for appointment as set forth in the Texas Administrative Code. Must have a valid driver license. PREFERRED QUALIFICATIONS

Bachelor’s degree with majors listed in criminal justice, social work, behavioral science, legal studies, or related field. Advanced or Master Peace Officer license. Certification as a Texas Commission on Law Enforcement basic instructor. Certification as a Texas Commission on Law Enforcement firearms instructor. Experience as a field training officer. Military police experience. EXPERIENCE AND EDUCATION SUBSTITUTIONS

One year of experience may substitute for one year of college Undergraduate study may substitute for up to four years of experience Graduate study may substitute for up to two years of experience Part-time experience prorated Note: Any degree or course hours counted toward minimum qualifications must be from an accredited institution. Requirements for Continued Employment: Maintain a valid driver license Maintain a valid TCOLE peace officer license Failure to maintain required licenses will result in termination KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of agency programs, policies, and facility rules; criminal justice system and court procedures; investigative and law enforcement methods. Knowledge of local, state, and federal laws, including Texas Penal Code and Code of Criminal Procedures. Knowledge of rules of evidence and regulations related to abuse/neglect/exploitation of youth. Skills in maintaining confidentiality, firearms use, defensive tactics, and first aid; maintaining order; organizing tasks; operating computers; maintaining records; interpreting policies; developing manuals. Ability to lead security programs and personnel; secure and process crime scenes; collect and preserve evidence; conduct investigations and interviews; prepare reports; handle high-stress situations; interpret laws; uphold ethics; communicate effectively; supervise others.
