About the Position The Director of Civil Rights and Title IX Coordinator (DCRC) will lead the institutional coordination of educational programs and policies to prevent inequity in education and the College workplace, including identity-based discrimination and prevention of sexual assault, sexual misconduct, relationship violence, and sexual harassment. The DCRC will manage the development and implementation of College policies and practices to ensure compliance with federal and state requirements related to equity and non-discrimination. The work is governed by College policies aligned with federal legislation (e.g., Section 504 of the Rehabilitation Act of 1973, Titles VI and VII of the Civil Rights Act of 1964, and Title IX of the Education Amendments of 1972). Reporting to the Assistant Vice President for Institutional Initiatives and Compliance, the DCRC will collaborate with faculty, administrators, coaches, students, senior leadership, and community partners to develop and implement educational programming and policies that positively impact the Haverford College community.
Primary Responsibilities
Education
Serve as the subject matter expert for all constituencies on issues related to protected class discrimination, harassment, and Title IX, including oversight and implementation of prevention and training efforts, remediation response, and compliance. Stay current on relevant statutes and regulations and identify and integrate best practices in conducting anti-discrimination investigations especially related to Section 504, Title VI, Title VII, and Title IX
Develop and coordinate the delivery of campus-wide education, prevention, training, and outreach programming for students, faculty, and staff related to non-discrimination
Collaborate with the Director of Health and Wellbeing Education to design and deliver educational programming on sexual health and respect, including consent and bystander intervention
Provide specialized training content for student conduct case administrators, the student conduct committee, the student appeals committee, Advocates, Campus Safety, Faculty and Staff Ombudspersons, and deputy Title IX coordinators, and assist Human Resources in planning and implementation of Civil Treatment Training for all leaders
Maintain documentation of all training and educational programs in compliance with federal regulations (Section 504, Title VI, Title VII, Title IX)
Policy and Assessment
Direct the research, development, and implementation of new and existing policies, forms, guidelines, and procedures
Actively partner with College leadership to assess and influence the campus climate for faculty, staff, and students, and recommend solutions to further advance College retention and engagement efforts
Regularly produce and disseminate as appropriate reports on the number, nature, and disposition of complaints. Identify and make recommendations to address patterns and systemic problems
Response
Manage the College's response to and investigation of complaints pursuant to anti-discrimination laws and policies, including sexual harassment and sexual misconduct, as well as forms of protected class harassment and discrimination. Manage the bias response protocol for the campus community. Select and train members of the Bias Incident Response Team (BIRT). Chair the BIRT and convene response meetings as necessary. Maintain a database of bias reports
Coordinate timely, efficient, effective, and fair investigations and responses to reported cases of sexual assault, sexual misconduct, relationship violence and sexual harassment. Liaise with internal and external investigators and manage the investigation process
Collaborate regularly with the deputy Title IX Coordinators to ensure procedures and practices are consistent and compliant
Refer cases as necessary to the appropriate resolution procedures as articulated in the Faculty Handbook, Employee Handbook, and Constitution of the Students' Association
Communication
Manage communications including partnering with Campus Safety to ensure accuracy in reporting of annual crime statistics, communicate with the President and senior leadership regarding strategic issues related to equity broadly construed
Create and maintain a non-discrimination promotion campaign including hard copy and electronic educational resources, particularly related to Section 504, Title VI, Title VII, and Title IX, but also including all forms of discrimination
Other Job Duties
Identify and maintain a database of on- and off-campus support resources for campus constituents who have concerns regarding identity-based discrimination or sexual misconduct and work with on-campus Advocates to ensure appropriate referrals for faculty, staff, and students
Coordinate educational programs and response protocols as needed with professional counterparts within the Bi-College and Tri-College consortia (i.e., Bryn Mawr and Swarthmore Colleges)
Occasional special projects and assignments
Line of Report:
The Director of Civil Rights and Title IX Coordinator reports to the Assistant Vice President for Institutional Initiatives and Compliance.
Minimum Qualifications
At least one of the following:
Master's degree in a related field with 5 years of relevant professional experience
Juris Doctorate (J.D.) with 3 years of relevant professional experience
Command of legal landscape pertaining to non-discrimination in workplace and educational settings and 7 years of relevant professional experience
Professional Competencies
Knowledge of current federal and state legislation and guidance pertaining to non-discrimination
Excellent administrative experience, including demonstration of effectiveness in presentation skills
Experience with case management, including maintaining an electronic recordkeeping database (Maxient strongly preferred)
Experience with policy development, review, and revision
Strong written and verbal communication skills
Demonstrated commitment to diversity, equity, and inclusion
Professional demeanor and ability to engage with all members of the College community
Ability to maintain confidentiality
Exceptional organizational skills
Ability to work well under pressure and high-stress situations
Knowledge of academic procedures and culture of a liberal arts college preferred
Demonstrated creative skills in marketing and promotion preferred
