Overview Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries. This position does not require a Texas Commission on Law Enforcement certificate nor is it a law enforcement position.

Position Investigative work in support of the Texas Department of Motor Vehicles, Enforcement Division (ENF), Motor Vehicle Investigations. This position processes, investigates and resolves complaints and/or inquiries regarding business activities regulated by the Department. Travel is required. Telework may be available based on TxDMV operational needs.

Responsibilities

Review and evaluate consumer complaints to determine if a violation has occurred and make recommendations concerning action to be taken.

Conduct field investigations and/or investigations of reported and suspected violations of statutes and rules; document observations/findings.

Evaluate complaints to determine applicability of regulatory statutes.

Identify, gather, and examine complex records necessary to complete investigations.

Develop lists, contacts and/or interview potential witnesses.

Prepare and complete investigative reports; conduct field inspections and complete inspection reports; issue Notices of Violations (NOV) when necessary.

Coordinate with regulated businesses and consumers; answer inquiries and provide guidance.

Conduct research of state and federal statutes, regulations and other issues affecting area of jurisdiction.

Make recommendations concerning administrative penalties and assist in settlement of violations; facilitate resolution of complaints through mediation with all parties.

Maintain case suspense files and provide expert testimony in court cases as required.

Attend work regularly and adhere to approved work hours; travel up to 50% of the time, with possible overnight travel. May require working extended hours and some evenings and weekends, as needed.

Perform other job-related duties as assigned.

Knowledge, Skills & Abilities

Considerable knowledge of investigative practices and procedures.

Working knowledge of arbitration, mediation, and negotiation; auditing and investigative methods; applicable laws, rules, and regulations; legal terminology.

Proficient in scheduling work assignments; public relations for maintaining effective working relationships; analyzing and organizing technical data; conducting interviews; use of personal computers and applicable programs, applications, and systems; interpreting and applying laws, rules, and regulations.

Education Graduation from high school or equivalent. College education or technical training in law enforcement, investigations or related field may be substituted for experience on a year-for-year basis. Official sealed transcripts of all college hours/degrees listed on the State of Texas application are required on or before the first day of employment if selected for the position.

Experience Four (4) years progressively responsible experience in criminal or regulatory enforcement investigative work. Experience requirements may be satisfied by full-time experience or prorated part-time equivalent.

Licensure & Compliance

A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.

Job offer contingent upon: proof of education and experience listed on the application; eligibility to work in the United States; satisfactory results from a pre-employment criminal history background check and driving record check; compliance with Selective Service registration for males ages 18-25.

Military

If selected, provide proof of military employment preference (DD 214 or DD 1300). MOS codes may correspond to the state classification title for this position. Additional information is available from the Texas Veterans Commission.
