Essential Functions Manages, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; approves employee work schedules and leave requests; addresses employee concerns and problems, and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities to meet objectives in a fast-paced environment; ensures subordinates have proper resources needed to complete assigned work; monitors status of work in progress and inspects completed work; confers with assigned staff to assist with complex situations and provide technical expertise; provides progress and activity reports to management; assists with the revision of procedure manuals as appropriate; and provides oversight to contractors providing services under assigned area of responsibility.
Assists in the Comprehensive Planning and small area planning processes. Acts as point of contact for high-profile or complex projects. Provides oversight and quality control of the zoning review process.Participates in problem resolution and ensures smooth connectivity of divisional processes for improved customer service delivery; responds to customer requests and complaints regarding the process; and coordinates the movement of plans and applications internally and externally in order to address customer needs.
Manages customer relations by providing education and feedback and leading informational meetings, related to the County’s Comprehensive Plan and the zoning process. Meets with applicants for zoning requests. Interacts with citizens, contractors, lawyers, realtors, developers, CEOs, business owners and community groups; reviews and edits outgoing official correspondence pertaining to zoning related matters; evaluates written analyses on proposed rezone projects for BOC action; and reviews and edits cases for consistency with established Board policy and planning standards.
Prepares written amendments to the DeKalb County Zoning Code: routes and schedules formal public hearings and through review and adoption by the Board of Commissioners; writes zoning cases and drafts text amendments that are required to go before a public hearing of citizens and the official acting body. Makes presentations at the Zoning Board of Appeals, Historic Preservation Commission, Planning Commission, and Board of Commissioners.
Represents the department on community outreach and development, serves in the absence of the Planning Administrator; provides progress and activity reports to management; assists in developing departmental standard operating procedures; and makes recommendations regarding process improvements to increase operational efficiency and expedite workflow.
Minimum Qualifications : Bachelor’s degree in Urban and Regional Planning or a related field required, Master’s degree preferred; five years of progressively responsible experience in planning, zoning, plans review, code analysis, project management to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.
