Position Overview The Accountant Advanced position is located at our Springfield, IL office. This position reports to the Fiscal Supervisor in the Fiscal Department. The Illinois Department of Labor (IDOL) is one of Illinois\' most important and dynamic Agencies. With an annual budget of $22.6 million, and an authorized staff of more than 120 full-time employees, IDOL has the capacity and capability to provide administration and enforcement of over 25 labor and safety laws. IDOL\'s mission is to promote and protect the rights, wages, welfare, working conditions, safety and health of Illinois workers, through enforcement of state labor laws, and to safeguard the public through regulation of amusement rides and to ensure compliance with all other labor standards.

Essential Functions

Maintains and reconciles internal records, including fund balances and expenditure reports and cash receipts, with external records such as records from the Comptroller’s Office and the Treasurer’s Office.

Independently performs professional accounting work in assisting with the preparation, maintenance and examination of complex departmental budgetary documents, reports, and statements for departmental usage or for submission to the Office of Management and Budget and to the General Assembly.

Establishes and maintains financial records/ledgers using standard automated and manual systems for departmental programs.

Analyzes and reconciles complex federal and state records related to reports prior to the closeout/final financial status reports to assure agreement with agency records.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four years college, with courses in business administration and accounting.

Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.

Preferred Qualifications (In Order of Significance)

Two (2) years of experience working with SAP accounting software or similar accounting software.

Two (2) years of experience performing reconciliations.

Two (2) years of experience performing complex accounting reconciliations related to state or federal bills.

Two (2) years of experience of accounting and auditing theory, principles, methods, and procedures.

Two (2) years experience in receipts and/or Accounts receivables.

Two (2) years working with laws, rules and regulations relating to accounting or auditing procedures.

Two (2) years of experience preparing comprehensive accounting reports.

Two (2) years of experience determining violations and noncompliance with the law and to detect and explain significant irregularities.

Two (2) years of experience reviewing detailed work including written or numerical data and to make calculations rapidly and accurately.

Conditions of Employment

Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.

Requires ability to travel in the performance of duties, with overnight stays as appropriate.

This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)).

Requires completion of a background check and self-disclosure of criminal history.

The revolving door restrictions apply to the position under 5 ILCS 430/5-45; prior to accepting non-State employment, notification to the OEIG may be required.
