Overview
Title: Assistant Property Manager (RAD) Reports To: Property Manager Department/Division: Operations/Property & Asset Management FLSA Status: Non-Exempt Position Summary
Responsibilities include, but are not limited to, assisting in managerial and administrative work involving the management and operation of INLIVIAN affordable properties and non-residential properties. Responsibilities
Review and monitor Tenant Account Receivable (TAR) reports and carry out the accounts receivable/rent review and collection process in a timely manner. Accept rental payments and process in accordance with INLIVIAN procedures. Follow up on delinquencies by arranging late payment agreements, collecting rent in person, scheduling grievance hearings, or initiating the eviction process as appropriate. Testify in court as necessary. Process all accounts receivable billing (rents, work order charges, miscellaneous charges, lock-out charges, etc.). Meet with prospective residents, identify housing needs, and interview to determine eligibility based on established criteria. Check applicants through Enterprise Income Verification System (EIV). Show vacant units to prospective residents, assist in processing applications, quote prices, describe features, discuss lease terms, and communicate property and community amenities and available neighborhood services. Maintain quality control on resident records and files to ensure consistency and compliance with regulations and program requirements. Process move-outs in accordance with INLIVIAN policies, including move-out inspections and exit interviews, rent proration, applicable charges, and disposition of security deposits as appropriate. Coordinate disposition of all paperwork related to renting or vacating housing units in accordance with established procedures. Coordinate preventative maintenance by identifying repairs/upgrades, reporting needs to maintenance personnel, and performing weekly walk-through inspections of buildings and grounds to identify unsafe or unsatisfactory conditions. Receive calls from residents or the property manager requesting maintenance services; determine urgency, prioritize by category, enter data into the computerized system, and route to maintenance personnel. Maintain a complete and accurate daily log of work orders generated, closed, and in progress, and update status of all pending work orders; maintain complete work order files for each unit. Conduct annual customer service and follow-up housekeeping inspections. Perform move-in inspections. Assist in developing and implementing plans for advertising to increase applicants on the waiting list and attract eligible tenants; assist in writing advertisements as needed and place advertisements for best exposure. Act as liaison with resident associations, assess residents’ concerns, inform residents of policy changes, and assist in developing resident activities and incentive programs. Refer residents to the client services department when indicated and cooperate with service providers. Work with other INLIVIAN departments to ensure residents receive available services. Monitor resident compliance with lease provisions, report instances of fraud/abuse, investigate and document violations, and communicate remedies to residents as appropriate. Coordinate vacancy preparation and maintenance projects and ensure UPCS inspections and necessary repairs are completed. Complete initial re-certification processes as needed. Act as Property Manager in the absence of the Property Manager. Generate required reports accurately and timely, with supporting documentation when appropriate. Attend monthly Quality Circle meetings if the Property Manager is unavailable. Stay updated on applicable rules and regulations concerning housing programs and all relevant local, state, and federal laws, regulations, codes, INLIVIAN rules, and administrative plan. Maintain adherence to INLIVIAN standards regarding ethical use, care, and safeguarding of materials, supplies, resources, and assets. Perform other duties as assigned. Education and Experience
High School Diploma or GED required. Associate’s degree in Social Work, Public Administration, Business Administration or closely related field from an accredited college or university desired. One (1) year clerical or property management experience, or an equivalent combination of education, training, and experience. Certifications
Accredited Residential Manager (must be obtained within twelve (12) months of employment or other allowable period of hire as authorized) Enterprise Income Verification System (EIV) - Fair Housing Tax Credit (NCP, C3P or equivalent) if applicable HCV Rent Calculation Knowledge and Skills
Thorough knowledge of INLIVIAN operating policies and procedures; HUD regulations pertaining to low-rent housing; and services available through local social service agencies. Good knowledge of leasing agreement procedures, recertification process, public housing standards, and housing quality standards inspections. Thorough knowledge and experience in a housing assistance program or social services field. General knowledge of Landlord Law, procurement regulations, and OSHA requirements. Ability to document events and activities in writing accurately and completely. Ability to read and comprehend relatively complex material. Ability to establish and maintain effective working relationships with colleagues and external partners. Ability to communicate clearly, concisely, and appropriately, both orally and in writing. Ability to interview and counsel residents, handle situations requiring tact and diplomacy with firmness, and manage competing demands. Ability to prepare clear and concise narrative and statistical reports and operate INLIVIAN computer systems. Supervision
The Assistant Property Manager receives instructions from and is accountable to the Property Manager. In familiar, regularly occurring duties, routine work is performed with minimal supervision. Work is reviewed regularly for accuracy, timeliness, and conformity to policies and regulations. Guidelines & Complexity
Performs routine duties according to established policies, procedures, and regulations. While most situations are covered by guidelines, the employee may require guidance for exceptions and has reasonable latitude in performing duties. Performs routine duties following policies and procedures, with actions determined by circumstances, critical issues, supervisor input, and established procedures. May coordinate, prioritize, and adapt procedures to circumstances; may make decisions concerning resident or maintenance issues and staff management based on prior experience. Scope and Effect

Work is performed indoors and outdoors and may involve walking long distances, climbing stairs, carrying, and reaching. May stand for long periods and work with after-hours emergencies. Ability to sit/stand for up to eight hours, bend, stoop, push, pull, operate equipment, and have vision/hearing within normal limits with or without correction. Ability to work around fumes, odors, and dusts. Reasonable accommodations available. Work Environment
