Base Pay Range $110,000.00/yr - $130,000.00/yr
Location: El Segundo, California (ONSITE; remote work not available).
Responsibilities
Interface with OSL project officers, external USG partners, and commercial vendors.
Provide financial analysis support for OSL appropriations, including those executed on OSL contracts and external contracts with OSL funding, FTO transactions, reimbursable JONs, etc.
Operate and update NRO's financial tools and systems such as FIRsT, NFIS, TIER, TALON, EARL, FTO Module (in TALON), FFO Integration Tool (FIT), and other financial systems as required.
Establish obligation and expenditure plans for active year appropriations, monitor execution throughout the fiscal year, and provide analysis at the requirement, office, sub-project, project or appropriation level, as required.
Demonstrate knowledge of acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPs.
Provide Earned Value Management (EVM) analysis and assessment of both NRO and Space and Missile Systems Center (SMC) contracts to the OSL Launch Budget Director, as required.
Support preparation of the Congressional Budget Justification Book (CBJB) and the Intelligence Program Budget Submission (IPBS) for the OSL.
Support the NRO’s continued development of auditable annual financial statements.
Maintain accurate record of all financial and programmatic changes across execution years and future years’ defense program (FYDP).
Recognize when decisions or information should be referred to a higher authority.
Consolidate the Government Estimate at Completion (GEAC) report.
Domestic travel may be required.
Skills Required
Active TS/SCI with CI poly required.
Supports the Office of Space Launch (OSL) for all OSL Divisions across all operating locations, with all portfolio managers, and Program Control Support staff as specified by the Customer.
Master’s degree preferred, Bachelor’s degree required, preferably in math, finance, engineering, business, accounting or the sciences; in lieu of a 4‑year degree, additional years of experience may be considered.
Minimum 8 relevant years of experience.
Knowledge of IC budgetary principles and procedures.
Proficient in Microsoft Excel, Word and PowerPoint.
Excellent oral and written communication skills.
Education Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
