YOUR FUTURE TEAM As part of TCEQ Administrative Services, you would help support the logistical and operational structure for TCEQ statewide -- the business foundation for the whole agency. This position is a member of our Financial Administration Division.

Responsibilities

Perform responsible accounting duties involving financial reports and schedules, grant accounting systems, procedures, and controls for the Financial Administration Division (FAD) of the Texas Commission on Environmental Quality (TCEQ).

Review grant transactions for conformity with grant terms and conditions; prepare and process grant billings according to applicable rules and regulations. Perform grant drawdown responsibilities.

Audit grant accounting documentation and report for accuracy and conformance to policies and procedures. Initiate adjustments or corrections as necessary and reconciles grant awarded funds to grant expenses.

Prepare a variety of financial reports and schedules, including federal financial reports and grant management reports; analyze results, make recommendations, and coordinate responses.

Provide technical assistance to agency staff, state/federal auditors, and federal staff regarding all grant-related matters; develop and maintain grant procedures.

Assist the Manager and Team Leader with grant-related tasks and projects.

Qualifications KEY QUALIFICATIONS

Experience working with automated query systems such as business object enterprise reports, Oracle, and/or Peoplesoft.

Experience entering transaction data into USAS or journal entries into a different accounting system.

Experience directing the processing of grant applications and awards related to the financial terms and conditions.

Experience auditing and reviewing grant billing expenditure reports.

Experience using MS Excel and Access.

REQUIRED EDUCATION & EXPERIENCE

A bachelor’s degree with a major in accounting, finance, economics, business, or public administration from an accredited college or university, plus one year of experience where the majority of time was spent in accounting, auditing, or budgeting.

A graduate degree in accounting, finance, economics, business, or public administration may substitute for two years of the required experience.

OR

Five years of experience where the majority of time was spent in accounting, auditing, or budgeting.

OR

Certification as a public accountant (CPA).

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Accountant IV state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Accountant IV series.

WORK SCHEDULE

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m. Individual and work group schedule determined by the TCEQ Financial Administration Division.
