Budget/Financial Analyst (Financial Management – Mid)

Required Qualifications:
12 years of experience with a degree (4 additional years of experience can substitute for a degree); 8 of the 12 years must be specialized experience. Possess a bachelor’s degree or higher in a business-related field such as Business, Finance, Accounting, or Economics, or equivalent work experience. Demonstrated specialized experience with DoD or other government agency budgetary or finance processes.
Desired Qualifications:
Experience with DoD or other Government Agency key budget execution processes, including funds control, fund transfers, travel orders, and credit card purchases. Knowledge of fund execution policies for principal DoD and IC appropriations. Understanding of all phases of the PPBE process, including Program and Budget documentation and justification through the IPBS/CBJB and IPBR/CJB processes. Experience with DoD and IC programs and budgets.

Assist the government with financial management operations and budget analysis. Support monitoring and coordinating program resource allocations. Support government representatives at meetings and foster cohesive agency-wide program development.
Duties and Responsibilities:
The Contractor shall: Support internal CUSTOMER budget execution and program build activities, analysis, events, and documentation, including: Gathering, maintaining, reviewing, and analyzing program and budget data and requirements. Developing and promulgating program responsibilities aligned with internal guidance. Supporting the development and publication of IPBS/CBJB, IPBR/CJB, and President’s Budget exhibits and related documentation. Managing financial requirements in collaboration with program managers. Preparing budget briefing materials and responses for senior leadership and program offices. Developing CUSTOMER briefing materials and responses for inquiries from ODNI, OSD, and OMB. Preparing for and supporting program and budget reviews, including meetings with ODNI, OSD, and OMB staff. Creating PowerPoint/white paper briefings related to financial management. Supporting budget execution and analysis, including mid-year and end-of-year reviews. Utilizing software such as spreadsheets, databases, PowerPoint, Python, R, Tableau for data analysis and reporting. Justifying and defending programs and budgets, resolving resource management issues, and analyzing complex budget data.
