Overview

Join the Texas Health and Human Services Commission (HHSC) as a Risk Management Specialist IV. The position is located in El Paso, TX and supports the agency’s risk management, safety, emergency preparedness, and workers’ compensation programs within a State Hospital setting. The role involves developing, coordinating, implementing and evaluating a multi-faceted risk management program, ensuring compliance with federal, state and local laws and Joint Commission standards, and leading related safety and emergency preparedness activities. Responsibilities

Develops, implements, and reviews facility policies, programs, guidelines, and procedures related to risk management, safety, emergency preparedness, and workers’ compensation in compliance with applicable laws and Joint Commission standards. Conducts environmental and safety inspections, communicates results, and makes recommendations for risk mitigation; coordinates corrective actions. Oversees daily routine security surveillance and coordinates information collection following accidents, addressing risks and hazards; directs department activities and staff. Develops and implements risk management and safety training programs, including Emergency/Disaster Preparedness training; directs emergency drills and exercises. Serves on committees and teams as chair or representative; maintains active presence during emergencies and coordinates with incident command for after-action reporting. Supervises staff within the department, including hiring, training, performance evaluations, and development plans to maintain a competent workforce. Develops improvement plans to reduce security and safety risks; coordinates responses to surveys and inspections and tracks plans of correction. Coordinates and conducts emergency drills and exercises; evaluates staff performance and reports results to facility leadership. Acts as chairperson of the Employee Accident Review Board and participates in select committees (e.g., Safety Committee, IMRT, QA/QI Council, Emergency Management Team). Provides expertise and guidance during emergencies, analyzes plan implementation, and contributes to after-action reports; may serve as ICS subject matter expert if qualified. Performs other duties as assigned, including participation in disaster response/COOP activation; shift pattern or location adjustments may be required. Knowledge, Skills And Abilities (KSAs)

Knowledge of workers’ compensation and safety program management and risk management concepts. Knowledge of laws, agency policies, rules, and regulations related to the provision of services in a State Hospital. Knowledge of emergency preparedness laws and standards (Life Safety Code, NFPA) and other safety requirements for residential facilities. Ability to direct and coordinate risk management and safety programs; analyze potential emergencies and mitigate facility risk. Skill in identifying performance indicators and using Microsoft applications; ability to communicate complex information clearly to diverse audiences. Ability to lead and coordinate training, table-top exercises, and emergency preparedness activities; organize workload and set priorities. Ability to gather and analyze facts to devise solutions; maintain flexibility in work hours; provide remote coaching and advisory services across entities. Ability to respond to emergencies and provide guidance during incidents. Registrations, Licensure Requirements Or Certifications

None Initial Screening Criteria

Experience in risk management, investigating workplace injuries, or safety programs. Experience conducting environmental and safety inspections. Experience conducting daily routine security surveillance. Experience supervising staff or leading a department is preferred. Experience conducting table-top exercises, fire drills, or facility evacuation drills is preferred. Additional Information

Applicants must pass background checks, pre-employment drug screen, and registry checks (CANRS, Nurse Aide, Medication Aide, LEIE). All applicants must be at least 18 years old; some facilities have higher age requirements. Flexibility in work hours; overtime or extended hours may be required. Compliance with HHSC immunization policy; vaccination may be required or protective measures may be taken for influenza exposure. HHSC uses E-Verify and requires I-9 documentation on first day.
