HHSC is comprised of nine psychiatric hospitals, one youth residential treatment facility, and thirteen state supported living centers. The psychiatric hospitals are a hub of excellence for forensic mental health and complex psychiatric care, with all facilities accredited by The Joint Commission. They provide state-of-the-art treatment that is recovery-oriented and science-based. Develops, implements, and reviews facility policies, programs, guidelines, and procedures in compliance with applicable laws and Joint Commission standards related to risk management, safety, emergency preparedness, and workers compensation. Conducts environmental and safety inspections, communicates results, and makes recommendations for risk mitigation; develops and coordinates corrective actions. Oversees daily routine security surveillance, directs and coordinates activities, and collects information after accidents; addresses risks and hazards. Supervises department staff; hires, trains, and conducts performance evaluations; ensures training compliance. Develops and implements Risk Management/Safety educational programs and Emergency/Disaster Preparedness plans; directs drills/exercises and maintains related documentation. Serves as chairperson or representative on committees; participates in disaster response and COOP activities as needed. Maintains active presence during emergencies, coordinates with incident command, and produces after-action reports; may serve as ICS subject matter expert if qualified. Performs other duties as assigned, including disaster response/recovery support and potential shift changes. Qualifications and KSAs

Knowledge of workers' compensation and safety program management and risk management concepts. Knowledge of laws, agency policies, regulations, and Joint Commission standards for State Hospitals. Knowledge of Life Safety Code, NFPA standards, emergency procedures, and safety requirements for residential facilities. Ability to direct and coordinate risk management and safety programs; analyze emergencies and mitigate risk. Skills in program performance measurement; proficiency with Microsoft applications and general IT. Ability to communicate technical information clearly, in writing and orally, to varied audiences. Ability to supervise staff, coordinate training, and manage workload and priorities; collaborate in a team environment. Registrations, Licensure and Certifications

None Initial Screening Criteria

Experience in risk management, investigating workplace injuries, or safety programs. Experience conducting environmental and safety inspections; experience supervising staff is preferred. Experience conducting table-top exercises, fire drills, or facility evacuation drills is preferred. Additional Information
