Job Summary
Under limited direction and in accordance with technical, administrative, regulatory, and professional standards and guidelines, supports the Comptroller in managing the City’s financial operations. Supervises the accounts payable and capital asset functions within the Accounting Division. Oversees disbursements and treasury operations, including cash flow analysis, and serves as the primary backup liaison with banking and investment institutions. Generates and reviews monthly, quarterly, and annual analyses; provides ad hoc reporting, variance analysis, and reconciliation review; provides critical support during the annual audit; and assists with the preparation of the Annual Comprehensive Financial Report (ACFR) and the Popular Annual Financial Report (PAFR). Contributes to establishing and maintaining effective internal controls, identifying process improvements, hiring, training, and supervising staff, and researching accounting issues to ensure compliance. Performs duties of the Comptroller in their absence and represents the Accounting Division as required.
Essential Functions
Oversee Accounts Payable Management
– Oversees the accounts payable process, including processing invoices and payments, data entry accuracy, and timely payment of vendors. Reviews and approves accounts payable batches and reports for abnormalities. Ensures timely posting of the monthly accounts payable transparency report to the City’s website. Ensures compliance with accounting policies, procedures, and internal controls. Develops and implements process improvements and automation to streamline workflows. Ensures timely and accurate 1099 reporting. Perform Financial Reporting and Analysis
– Prepares, reviews, and approves financial statements, schedules, and reports to ensure accuracy, completeness, and compliance with GASB, GAAP, and City policies. Assists in the ACFR and PAFR, and interim management reports. Develops and distributes monthly, quarterly, and annual analyses with variance explanations and trend reporting. Provides ad hoc reporting and financial analysis for management, Council, and external requests. Communicates financial results and accounting policies to elected officials, department heads, boards, and external stakeholders. Coordinates with departments to explain financial results and budgetary impacts to ensure transparency and accountability. Monitor Treasury Management
– Monitors daily cash flow to ensure liquidity and timely debt service. Oversees investment activities, including reconciliation with LGIP and other accounts. Evaluates short- and long-term investment opportunities in line with state law and City policies. Maintains PCI policies and provides training to revenue centers. Develops investment policies, cash management procedures, and system enhancements. Serves as the primary liaison with banks and investment institutions to support cash management and investments. Oversee Capital Asset Management
– Maintains asset records in compliance with GASB/GAAP and City policies. Oversees asset additions, transfers, disposals, depreciation entries, classification, valuation, and useful life determinations. Reviews reconciliations and schedules tying capital assets to the general ledger. Ensures timely audit schedules and documentation for capital assets. Interprets GASB pronouncements and guides staff and departments on implementation. Identifies and implements process improvements to strengthen internal controls and transparency in capital asset management. Supervise Staff
– Manages assigned staff and interns, sets performance expectations, prioritizes work, conducts evaluations, and supports staff development. Ensures policy compliance, coaches and mentors, and maintains a safe work environment. With Human Resources, reviews/upgrades job descriptions and participates in hiring and staff selection. Other Duties
– Performs other duties as assigned.
Job Requirements
Bachelor’s degree or equivalent in accounting or a related field. Over five (5) years of experience in managing the accounting function in an organization or auditing a governmental or nonprofit entity.
Preferred Qualifications
Specific experience in governmental accounting. Certified Government Finance Officer or CPA.
Driver's License Requirements
Valid South Carolina Class D Driver’s License.
Performance Requirements
Knowledge of: Laws, ordinances, and regulations governing municipal governmental accounting, auditing, payroll, budgeting, procurement, and financial controls. GASB, GAAP, and GFOA standards; and related policies and regulatory reporting requirements. GAAP and GAAS applicable to municipal financial reporting, compliance audits, and disclosure requirements. Fund accounting principles, including revenue recognition, grant compliance, and financial reporting. Financial and accounting practices related to receipt, investment, debt issuance, and disbursement of municipal funds. Internal control frameworks, risk management, and fraud prevention methods. Forecasting, variance analysis, and cost allocation methods. Governmental finance, treasury management, and public sector auditing. Public personnel administration, supervision, and leadership. Ability to: Interpret and apply complex accounting standards, laws, regulations, and city policies. Plan and oversee a periodic financial accounting and reporting cycle, ensuring timely audits and submissions. Analyze complex financial data and present clear findings. Evaluate financing strategies and monitor bond covenant compliance; identify investment opportunities. Lead development and implementation of internal controls, policies, and financial systems. Supervise and develop accounting staff; foster accountability and collaboration. Handle confidential information with tact and integrity. Lead policy development, regulatory compliance, and process improvement in city-wide financial management. Communicate effectively in writing and verbally to diverse audiences. Apply advanced problem-solving and critical thinking to unique financial challenges. Build productive relationships with City Council, leadership, auditors, and stakeholders. Use independent judgment within policy and legal guidelines. Collaborate across departments and respond to inquiries. Read and interpret financial and legal documents and technical literature at an advanced level. Apply advanced mathematical operations in financial analysis and reporting. Prepare reports, letters, and professional correspondence; present findings to boards/committees. Recommend policies and procedures and prepare formal presentations. Operate office equipment and use financial software. Utilize specialized financial software and systems.
