Essential Job Functions Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Program Functions (50%)
Manages activities of STAP staff
Plans, assigns, and supervises the work of others
Manages staff development plans and activities
Provides technical guidance for STAP staff, stakeholders, clients, and the general community
Program Monitoring (15%)
Oversees the preparation of management and productivity reports and studies
Oversees special investigations, research studies, and internal audits
Identifies areas of needed change and makes recommendations to improve operations
May manage the preparation, development, review, and revision of legislation
Programming Goals (15%)
Establishes goals and objectives
Develops and approves schedules, priorities, and standards for achieving goals
Manages evaluation activities
Plans, implements, coordinates, monitors, and evaluates policies and procedures
Monitors compliance with rules, policies, procedures, regulation, and guidelines
Program Planning (10%)
Develops and implements techniques for STAP activities
Develops and evaluates budget requests, monitors budget expenditures, makes adjustments as necessary
Develops STAP rules, policies, procedures, guidelines, and regulations
Program Support (10%)
Enters STAP applications into the STAP application database system
Reviews and approves applications for voucher issuance, monitors certifier approvals and denials
Audits applications for quality; establishes voucher categories and values; void vouchers and review for reissuance
Knowledge, Skills, Abilities Experience in the management of a services program. Graduation from an accredited four‑year college or university with major coursework in a field relevant to the assignment is generally preferred. Experience & education may be substituted for one another.
Knowledge of local, state, and federal laws and regulations; principles and practices of public administration and management; statistical analysis processes; budget processes; research techniques; training techniques; and program management processes and techniques.
Knowledge of assistive telecommunications technology for individuals who are deaf, hard of hearing, speech impaired, or with other disabilities.
Skill in using logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; operating computers and applicable computer software.
Skill in writing professional reports and making presentations.
Ability to manage business functions; establish goals and objectives; interpret rules, regulations, policies, and procedures; develop solutions to administrative problems; prepare reports; communicate effectively; and plan, assign, and supervise the work of others; work effectively in teams.
Ability to respond to public inquiries in a timely manner and provide information as needed to communicate effectively in writing.
Ability to provide services to individuals who are deaf or hard of hearing or with other disabilities; to communicate using American Sign Language.
Initial Screening Criteria
Experience in leading teams and/or project management.
Prior experience with assistive technology for individuals who are deaf, hard of hearing, speech impaired, or with other disabilities.
Must be able to communicate effectively in American Sign Language as indicated on the application/resume.
