Job Description – Capex Manager

Overview We are seeking a highly motivated and detail-oriented

Capex Manager

to oversee capital expenditure processes, procurement, and payment monitoring across multiple projects. This role is critical in ensuring that investments, supplier engagements, and project expenditures are executed efficiently, aligned with business objectives, and compliant with corporate policies and standards. The Capex Manager will collaborate closely with finance, engineering, procurement, and operations to ensure projects are delivered on time, within budget, and to specification.

Key Responsibilities AP/Payment Monitoring

Oversee and monitor Medius AP system including review and validation.

Provide Medius training and support to stakeholders.

Review, monitor, and expedite payments to ensure compliance with project timelines.

Facilitate approval processes for invoices and payments.

Procurement Oversight (VTCR, GTC)

Lead commercial terms negotiations and ensure compliance with procurement policies.

Provide oversight and facilitation of procurement agreements.

Review and approve purchase order (PO) creation.

Expedite procurement activities and follow up with vendors and internal stakeholders.

Maintain and strengthen supplier relationships to support project execution.

Technical Specification Oversight

Ensure clear technical specifications are documented, validated, and aligned with end-user requirements.

Collaborate with engineering and project teams to verify that specifications meet functional and operational needs.

Identify, qualify, and recommend vendors in line with project and business requirements.

Monitor and facilitate supplier setup and onboarding.

Build and maintain a reliable and compliant supplier base.

Quotations/Proposals Review

Review and analyze supplier quotations and proposals per VTCR procurement guidelines.

Conduct commercial negotiations on terms, pricing, and delivery conditions.

Ensure supplier proposals align with project scope, budget, and timeline.

ECAC Monitoring & Control

Validate ECAC creation for accuracy and compliance.

Monitor ECAC approval processes to ensure timely completion.

Provide training on ECAC processes as required.

Project Monitoring

Oversee project scope, ensuring alignment with capital expenditure objectives.

Track project timelines, milestones, and key deliverables.

Monitor capital project payments against approved budgets.

Provide closure oversight, ensuring proper documentation and compliance at project completion.

Qualifications

Bachelor’s degree in Business Administration, Finance, Engineering, Supply Chain, or related field (Master’s degree preferred).

Proven experience managing

capital expenditure projects , procurement, or financial oversight in an industrial or technical environment.

Strong commercial negotiation and supplier management skills.

Familiarity with Medius or similar AP/Procurement platforms.

Strong organizational skills and financial acumen with attention to detail.

Excellent communication and stakeholder management abilities.

Ability to drive multiple capital projects in a fast-paced, cross-functional environment.

Preferred Skills

Knowledge of VTCR and GTC procurement guidelines.

Experience with ECAC monitoring, validation, and reporting.

Strong project management background with exposure to Capex tracking and reporting.

Analytical and problem-solving skills with a proactive approach to risk mitigation.
