Position Summary Performs highly advanced (senior-level) counseling and psychological work. Provides assistance to Service Members of the Texas Military Department (TMD) with mental health or other emotional needs. Serves as a regional promoter of mental fitness for TMD and networks with community resources best suited to aid clients. Work involves assessing, counseling, reporting and research. Reports to the TMD Counseling Program Manager. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Work Hours Monday - Friday, 8 hours/day OR Monday - Thursday, 10 hours/day OR Tuesday - Friday, 10 hours/day. 40 hours per week.

Essential Job Functions and Responsibilities

Markets military behavioral health and wellness programs in communities throughout Texas.

Coordinates with TMD unit leadership to support mental health awareness and wellness promotion plans.

Conducts intake evaluations, clinical assessments, diagnoses, treatment and safety planning, behavioral health screenings, and provides recommendations regarding prognosis, stability, and referrals for TMD service members.

Provides evidence-informed clinical treatment services to TMD service members.

Collaborates with the TMD, at request of service member, regarding release of clinical treatment records or recommendations regarding stability.

Responds to critical incidents involving violent acts or major injuries and death providing postvention and grief support.

Assists in military behavioral health training for TMD.

Supports 24/7 Counseling Line Program as shared responsibility with other behavioral health clinicians.

Analyzes and reviews trends and patterns of problem behaviors throughout the TMD.

Coordinates with TMD Family Support Services programs to offer holistic care and resources to all clients.

Conducts mental health-related training for the TMD.

Plans, implements, coordinates, monitors, and evaluates mental health and wellness programs.

Conducts individual, couple, family, and group counseling sessions for service members within the Texas Military Department.

Develops and executes plans for behavioral health assistance for TMD service members during disaster response missions.

Participates in quality assurance and quality enhancement activities related to psychological service provisions.

Attends relevant training and continuing education to maintain the essential functions of licensure required for the position.

May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.

Attends work regularly and observes approved work hours in accordance with agency policies.

Performs other duties as assigned.

Minimum Qualifications Education:

Graduation from an accredited Master’s or PhD program with major coursework in counseling, psychology, social work, or a related field is required.

Experience:

Four (4) years of post-graduate level experience as a fully licensed counselor with direct experience (supervision completed) in counseling or psychological work is required.

Experience using Microsoft Office (Outlook, Word, or Excel) is required.

Preferred Experience:

Prior experience providing mental health services to military members is strongly preferred.

Experience in the administration of a relevant counseling program is preferred.

Prior military service or experience working in a military environment is preferred.

Expertise in substance use counseling preferred.

Expertise in treatment of couples, families, and groups preferred.

Spanish language proficiency preferred.

Registration, Certification or Licensure:

Valid driver’s license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required.

Must maintain a valid license for continued employment in this position.

Must be licensed by the State of Texas as a Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or hold a Doctor of Philosophy (PhD) before the first day of employment.

Additional licensure of Texas Licensed Chemical Dependency Counselor (LCDC) preferred.

Other Requirements:

Background Investigation.

Selected candidate must pass federal security background investigation, including National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete SF85 for OPM.

Eligibility to Work in the U.S.

Must confirm eligibility to work in the United States. E-Verify participation required.

Sponsorship . Candidates must be eligible to work in the United States without sponsorship.

Male applicants ages 18-25 must provide Selective Service documentation as applicable.

Knowledge, Skills and Abilities Knowledge of: counseling, psychology, therapy, behavioral health privacy, treatment plan development, clinical assessments, military culture, community resources, and applicable laws.

Skills: effective oral and written communication; Microsoft Office; program and staff performance measures; conducting clinical assessments; promoting services to National Guard units; networking with community resources.

Abilities: maintain confidentiality; conduct individual and group discussions; interpret policies; analyze data; develop plans; supervise when needed; work in a military environment.

Physical/Working Conditions Office setting with extensive computer/phone use. Travel approximately 10% with occasional overnight stays. May require lifting up to 25 pounds. Some evenings, weekends, or holidays may be required.
