Compensation Estimated Hiring Salary Range: $56,563-$65,047 (To Be Determined Based on Experience and Qualifications)

Position Overview The Franklin County Sheriff’s Office is recruiting qualified candidates to fill a

Deputy Sheriff / School Resource Officer

position.

School Resource Officer Responsibilities A School Resource Officer’s daily role would be to ensure the campus is safe by being visible and patrolling the interior and exterior of the school grounds. The SRO works closely with the school administration and staff of the school he/she is assigned to. The collaboration between the administration and law enforcement will allow everyone to have a proactive approach when issues arise at school. The proactive behavior would allow the school and SRO to create or improve the safety procedures and protocols that are in place. The SRO will enforce any laws governed by the State of North Carolina and make any legal arrest necessary to protect the students, staff, and school property. The SRO shall enforce any child custody orders and domestic violence orders that a judge has signed. The SRO will provide guidance to the school administration leadership team for any large gatherings such as sporting events and assemblies to ensure the safety of students, staff, parents, and the community.

Enforces federal, state, and local laws, and ordinances.

Investigates criminal activity committed on school property or involving students assigned to the officer's school.

Counsel’s students in special situations as needed or requested by the appropriate school officials or parents.

Answers question that staff and students may have about juvenile law or North Carolina laws.

Assists law enforcement officers from other agencies with their investigations concerning students attending the school that the officer is assigned.

Notifies appropriate school officials regarding potential criminal matters that may impact the school.

Assumes a command role during a criminal incident on school property until authorized personnel arrive and is relieved of the command role by a higher-ranking Sheriff Office supervisor.

Maintains communication with school administration and supervisors through assigned radio communication.

Performs the Law Enforcement duties of a Deputy Sheriff during non-school months and on an as needed basis.

Performs related work as required.

Deputy Sheriff Responsibilities A Deputy Sheriff is responsible for the general law enforcement work required by the Office of the Sheriff. This law enforcement work includes keeping the peace, serving the public, protecting the lives, rights, and property of all citizens within Franklin County. A Deputy Sheriff's duties include but are not limited to taking calls for service, investigating complaints and criminal activity, serving civil and criminal processes, as well as other papers as required by the courts.

Patrols a geographic region of the County to detect and deter crime; responds to calls for assistance; conducts preliminary investigations of crimes and complaints; detects unusual conditions; and may maintain surveillance and observation for stolen cars, missing persons, or suspects.

Responds to calls for assistance, complaints, suspicious activity, domestic disputes, loud and disruptive behavior, and other needs; completes calls by determining true nature of the situation and taking whatever legal or persuasive action is warranted.

Serves criminal papers such as warrants, subpoenas, notices of hearing, order of forfeiture, and commitment papers; locates people to serve papers, explains briefly the meaning of the papers being served, and makes arrests when necessary.

Serves civil process papers such as civil summons, magistrate summons, notice of rights, subpoenas, and court orders dealing with child support, child custody, and domestic violence; explains briefly the meaning of papers served and remains on the scene after serving certain papers until the civil process is completed.

Performs investigations of accidents and crimes through observation, questioning witnesses, secures the crime scene, and gathering physical evidence, and may serve as the evidence custodian; performs investigative tasks assigned by Investigator, arrests and processes criminal suspects.

Prepares necessary case files and materials for court; attends court to serve as a witness and provide evidence in court when necessary.

Advises the public on laws and local ordinances; provides information to the general public.

Conducts commercial and residential property security checks.

Regulates and direct vehicular traffic at busy times or when traffic signal malfunction or accidents require; maintains order at public gatherings.

Depending upon job assignment, employee may also administer the D.A.R.E. program within the County schools; prepares lesson plans; conducts the lessons; and prepares all public interest events associated with the program.

May serve as School Resource Officer and provides security to the school environment, participants in presentations related to law enforcement; works with staff on disciplinary issues.

May serve as a K-9 officer and respond to all calls needing a canine search, trains and cares for the canine.

May serve as Court Bailiff providing courtroom security for judges, the public, and inmates; calls court into session and ensures judges’ security and other needs are met; performs coordination, seclusion, and other procedures with juries; escorts inmates to and from the courtroom.

Transports inmates as needed.

Performs related duties as required.

Performs a variety of special duties, critical incident activities, natural and man-made disaster activities.

Working knowledge of the operations, functions, and procedures of the Sheriff’s Office.

Working knowledge of the state and federal laws, local ordinances and policies relating to arrest, search and seizure, and traffic control.

Working knowledge of law enforcement principles, practices, methods and equipment.

Working knowledge of the criminal and civil papers issued by the courts and the practices involved in serving them.

Some knowledge of scientific crime detection and criminal identification methods and procedures.

Working knowledge of the geographic layout of the County as to locations of roads, important buildings, and other landmarks.

Skill in the use of firearms and other law enforcement equipment and in the application of self-defense tactics.

Skill in the operation of a patrol car under potential high-speed conditions and in inclement weather.

Ability to act with sound judgment in routine and emergency situations.

Ability to present effective court testimony.

Ability to prepare clear and concise activity reports in a timely manner as required.

Ability to react calmly and quickly under emergency conditions.

Ability to deal with tact and courteously with the general public.

Ability to build and maintain cooperative and effective public relations with the community.

Qualifications

Must be a United States Citizen, be at least 21 years of age, currently hold a North Carolina Basic Law Enforcement Training Certification (BLET), have been issued a General Law Enforcement Certification by the North Carolina Sheriff’s Education and Training and Standards Commission or the North Carolina Criminal Justice Education and Training and Standards Commission, and preferably have two years of law enforcement experience.

Must possess a valid North Carolina driver’s license upon hire.
