Rapid Strategy is seeking a mission-oriented

Senior Action Officer (Program Manager)

to provide strategic support to the

Risk Management Executive Division (RMED)

within the

Defense Health Agency’s (DHA) CIO J-6 . This high-visibility role is critical to driving cybersecurity policy, governance initiatives, and enterprise risk management strategies across DHA’s IT ecosystem. The selected candidate will act as a senior advisor to DHA leadership, manage cross-functional contract tasks, and support compliance with Department of Defense (DoD) cybersecurity mandates. Working across multiple stakeholders, this individual will help translate national defense priorities into actionable policy, planning, and reporting frameworks. Responsibilities: · Oversee operations, planning, and execution of RMED support services. · Provide expert input on cybersecurity and governance-related policy development. · Coordinate and manage cross-functional project teams to ensure timely execution of deliverables. · Serve as a key point of interface with senior government leadership and contract staff. · Review and manage documentation, reporting artifacts, and briefings aligned with DoD compliance frameworks. · Ensure alignment with RMED’s mission to strengthen DHA’s cybersecurity posture and enterprise resilience. Qualifications: · Minimum 5 years of experience in consulting, cybersecurity policy, or program leadership within a federal or military setting. · Must be a U.S. Citizen. · Deep understanding of DoD or DHA cybersecurity frameworks, governance models, and reporting processes. · Strong written and verbal communication skills, with the ability to translate technical concepts into executive-level briefings. · Proficiency with Microsoft Office Suite and SharePoint; experience with RMF or DoD Scorecard initiatives a plus. · Bachelor’s degree required; advanced degree in public policy, cybersecurity, or a related field preferred. This role is well suited for experienced professionals with a background in information management, healthcare delivery, or public sector modernization. Ideal candidates bring a strategic mindset and hands-on experience supporting enterprise transformation, particularly within Military Treatment Facilities (MTFs), the Defense Health Agency, or similar government health organizations.
