DHA- Project Manager – TRICARE Health Plan Analyst – Virginia | Falls Church, VA | Onsite | Full-Time Location: Falls Church, VA. Travel: Up to 10%. Clearance: Suitability/Public Trust. Kymber Consulting Group is seeking an exceptional Project Manager with a professional understanding of the Defense Health Agency’s TRICARE Health Plan to join our team and support the DHA Health Care Operations Team. This role contributes to DHA’s mission of providing high-quality health care to military personnel and their families by effectively managing, evaluating, and communicating TRICARE Health Plan services to stakeholders.

Responsibilities and Duties

Executive Communications:

Develop, edit, and coordinate executive-level communications (briefing papers, presentations, decision memoranda, status reports) for DHA senior leadership and external stakeholders. Serve as the primary liaison between Health Care Operations (HCO) and senior executives, ensuring timely updates on TRICARE health plan changes and strategic initiatives. Craft clear messaging for military leaders, senior executives, and legislative bodies to support informed decision-making.

Reporting and Analytics:

Lead preparation, analysis, and presentation of TRICARE Health Plan performance metrics and service delivery reports. Collaborate with IT and analytics teams to ensure accurate data gathering, processing, and visualization. Design reporting mechanisms aligned with DHA’s strategic goals, focusing on continuous improvement in operational performance and beneficiary satisfaction.

Performance Measurement and Analysis:

Develop and oversee performance measurement frameworks; analyze data to identify trends and opportunities for improvement. Establish and track KPIs to ensure quality and efficiency of TRICARE programs.

Solutioning and Program Integration:

Work with cross-functional teams to identify challenges and develop actionable solutions to improve TRICARE Health Plan efficiency. Lead the development and management of processes for integrating new TRICARE programs into DHA operations, ensuring regulatory alignment. Support project management initiatives from problem identification to implementation and evaluation.

Stakeholder Engagement and Collaboration:

Act as the primary point of contact for internal and external stakeholders regarding reporting, communications, performance measurement, and TRICARE Health Plan solutions. Collaborate with policy, data analytics, and IT teams to ensure feasible and actionable operational solutions.

Program Management and Process Improvement:

Develop and implement process improvements for TRICARE Health Plan operations. Contribute to policy, system, and process enhancements and support program management plans with milestones, timelines, and resource allocation.

Compliance and Documentation:

Ensure all communications and reports comply with DHA policies, federal regulations, and TRICARE requirements. Maintain thorough documentation for performance measurement frameworks and operational processes.

Qualifications and Skills

Minimum education:

Bachelor’s degree in Healthcare Administration, Public Health, Business Administration, or a related field.

Experience:

At least 5 years in healthcare operations, with at least 2 years in a functional analyst or similar role focused on TRICARE Health Plan operations, executive communications, performance reporting, performance measurement, and solutioning.

Federal healthcare experience:

Experience within or alongside DoD/DHA is preferred. Strong knowledge of TRICARE Health Plan operations and the Military Health System (MHS).

Analytical and communication skills:

Ability to analyze complex data, design performance measurement frameworks, and present findings to executive leadership. Strong written, verbal, and interpersonal communication.

PM methods and tools:

Proficiency in project management methodologies (both Agile and traditional) and experience with Power BI, Tableau, or similar BI tools.

Preferred Qualifications

Master’s degree:

Healthcare Administration, Public Health, or related field.

Certifications:

Program Management Professional (PMP) or equivalent.

DoD/TRICARE familiarity:

Knowledge of DoD healthcare regulations and TRICARE operations.

Process improvement:

Experience with Lean Six Sigma or similar methodologies; expertise in large-scale performance measurement systems for TRICARE.
