We are seeking a TRICARE Health Plan Analyst to support the Defense Health Agency (DHA) Health Care Operations Team, focusing on the TRICARE Health Plan. The analyst will contribute to executive communications, performance reporting and analysis, solutioning, and performance measurement to support DHA leadership and TRICARE Health Plan operations. Responsibilities and Duties

Executive Communications:

Develop, edit, and coordinate executive-level communications, including briefing papers, presentations, decision memoranda, and status reports for DHA senior leadership and external stakeholders. Serve as the primary liaison between Health Care Operations (HCO) and senior executives, ensuring timely communication on TRICARE health plan updates and strategic initiatives. Craft messaging for military leaders, senior executives, and legislative bodies to support informed decision-making. Reporting and Analytics:

Lead preparation, analysis, and presentation of TRICARE Health Plan performance metrics, including operational data, service delivery reports, and health outcomes. Collaborate with IT and analytics teams to ensure accurate data gathering, processing, and visualization; design reporting mechanisms aligned with DHA’s strategic goals to improve operational performance, cost efficiency, and beneficiary satisfaction. Performance Measurement and Analysis:

Develop and oversee performance measurement frameworks; conduct detailed analysis of TRICARE Health Plan data to identify trends and opportunities for improvement. Establish and track KPIs to ensure quality and efficiency of health services. Solutioning and Program Integration:

Identify business and operational challenges with cross-functional teams and develop actionable solutions. Manage processes for integrating new TRICARE Health Plan programs into DHA operations, ensuring regulatory alignment and objective achievement. Support project management from problem identification to implementation and evaluation. Stakeholder Engagement and Collaboration:

Serve as the primary contact for TRICARE Health Plan reporting and solutions, collaborating with DHA divisions (policy, data analytics, IT) to ensure feasibility and alignment with the mission. Program Management and Process Improvement:

Develop and implement process improvements for operational efficiencies across the TRICARE Health Plan and Health Care Operations Division; evaluate practices, gather stakeholder feedback, and drive changes. Support creation and execution of program management plans with milestones and resources. Compliance and Documentation:

Ensure all communications and reports comply with DHA policies, federal regulations, and TRICARE requirements; maintain thorough documentation for performance measurement frameworks and program processes. Qualifications and Skills

Minimum education:

Bachelor’s degree in Healthcare Administration, Public Health, Business Administration, or related field. Experience:

Minimum 5 years in healthcare operations, with at least 3 years in a functional analyst or similar role focused on TRICARE Health Plan operations, executive communications, performance reporting, performance measurement, and solutioning. Experience with federal healthcare systems (DoD/DHA) preferred. Strong knowledge of TRICARE Health Plan operations and the Military Health System (MHS). Skills:

Ability to analyze complex data sets, design performance measurement frameworks, and communicate findings to executive leadership. Proficiency in executive-level communications and reports for TRICARE. Project management experience (Agile and traditional). Experience with Power BI, Tableau, or similar BI tools. Excellent written, verbal, and interpersonal communication. Preferred Qualifications

Master’s degree:

Healthcare Administration, Public Health, or related field. Certifications:

PMP or equivalent; Lean Six Sigma familiarity. Knowledge:

DoD healthcare regulations, TRICARE operations. Experience:

Development and implementation of performance measurement systems for large-scale health care programs, specifically TRICARE. Benefits and Perks
