Overview
What You Will Do At Los Alamos National Laboratory (LANL), engineering excellence drives solutions to some of our nation's most complex challenges. Engineering Services (ES) is seeking an experienced leader who can provide senior engineering management oversight to ensure our Division is providing efficient and effective support to organizations across the Laboratory. As the Deputy Division Lead (DDL) for ES, you will be responsible for implementing strategic initiatives that improve the overall function of the Division. You will manage deployed facility system engineering groups throughout the laboratory, and the ongoing implementation of the Conduct of Engineering (CoE) Program as part of an institutional Safety Management Program (SMP). The CoE program includes the development and management of engineering processes, procedures, standards, training, and qualification requirements applicable across the Laboratory. You will deploy staff in accordance with customer requirements and within budget, perform recruiting and hiring activities, apply broad cross-discipline knowledge to resolve complex technical issues, and facilitate consensus among stakeholders. This position will be filled at the Nuclear Facilities Engineering Manager 5 level (salary range $180,200 - $322,600). Responsibilities
Conduct of Engineering (CoE) Program Management: Maintain and implement the CoE program as appropriate to facility operation and engineering; monitor and evaluate facility operational performance against CoE standards and requirements. Engineering Capability and Integration: Develop and maintain the engineering skill set required to execute the Division''s mission; integrate engineering capabilities with operations, maintenance, safety basis, quality assurance, procurement, and project management; provide engineering resources for facility and infrastructure management and project execution. Customer Engagement and Communication: Communicate with internal and external customers to define and recommend cross-organizational objectives; develop short-term and long-range plans and monitor progress to meet objectives and customer requirements; ensure daily open communication with workers to promote issue reporting. Design Authority and Oversight: Provide oversight for Triad National Security, LLC responsibilities as the Design Authority; serve as Design Authority for Facilities and Site Chief Engineer as delegated by the ES Division Leader. Fiscal and Resource Management: Responsible for fiscal and resource management of the Division; accountable for the Division''s safety, security, and environmental performance. Directorate Participation: Participate as a member of the ALDFO management team and directorate initiatives. Minimum Job Requirements: High-level technical experience in system engineering for nuclear or industrial facility operations, including identification of lifecycle degradation and management of high-hazard facilities. Extensive knowledge of engineering formality, engineering methods, and technology-aided engineering tools for conventional and non-conventional problems. Expert knowledge of engineering work planning and control methods, maintenance techniques, construction methodologies, and performance-based indicators. High-level experience developing and maintaining Engineering Standards for design, construction, commissioning, and maintenance of facilities and SSCs; experience with inspections and reviews related to IBC/ASME and other codes. Experience serving as a key advisor to deployed engineers and developing guidance for maintenance and reporting of VSSs. Demonstrated leadership and communication skills; ability to interface with management, staff, and customers; strong negotiation and conflict-resolution abilities. Experience managing the professional development of a multi-discipline engineering group. Working knowledge of group financial management and business plan development. Education/Experience: Bachelor''s Degree from an accredited institution and 12 years related experience, or an equivalent combination. A professional engineering license (PE) is preferred. This position may be subject to DOE Order 426.2 requirements. New-employee drug testing is required; federal laws apply to drug use and clearance requirements. U.S. citizenship is required for clearance; LANL may require additional access authorizations as applicable. Desired Qualifications
Expert knowledge of industry, regulatory and DOE/NNSA codes and standards related to Conduct of Engineering, Configuration Management, and Systems Engineering (e.g., DOE O 420.1C, DOE STD-1073, NQA-1). Experience leading nuclear facility engineering activities and project engineering within DOE nuclear facilities. Knowledge of LANL activities, project management, ES&H, and QA; experience in managing matrix organizations and deployed services to customers. Familiarity with LANL Engineering Standards Manual; LANL CoE procedures; and DOE orders and standards related to nuclear facility design, construction, and project management; experience improving engineering processes and organizational culture to better support customers. Work Location:
Onsite in Los Alamos, NM. Management may determine other work locations. Position Commitment:
