About the Role A large public institution is seeking a strategic and experienced
Purchasing Manager
to lead procurement operations for construction and facilities projects. This role is ideal for someone with a strong background in public sector purchasing, construction services, and team leadership.
Key Responsibilities
Lead and manage the Construction and Facilities Procurement Section, optimizing staff and resources within budget.
Plan and schedule procurement for architectural, engineering, construction services, and MRO goods.
Oversee publicly advertised bids, including RFP/RFQ development, publication, and evaluation.
Facilitate procurement-related meetings such as bid conferences, site inspections, and oral presentations.
Ensure timely issuance of award notices, contracts, and purchase orders.
Supervise contract amendments and change orders.
Collaborate with project managers and administrators to track construction project progress.
Maintain compliance with State of New Jersey and institutional procurement standards.
Qualifications
Bachelor’s degree (preferably in business); candidates without a degree may substitute equivalent experience.
Minimum 5 years of progressive purchasing experience, including 2 years in a supervisory role.
Strong preference for experience in purchasing design and construction services.
Experience in government or hospital procurement settings is highly desirable.
Familiarity with public bidding statutes and contract administration is a plus.
Excellent leadership, communication, and team collaboration skills.
