The City of Milwaukie is seeking dedicated, skilled individuals to fill the roles of Transportation Utility Technician I or Transportation Utility Technician II. Depending on qualifications, this position may be filled at either the Transportation Utility Technician I or II level. Those hired at the Utility Tech I level will work toward the licensing and certification requirements of the Utility Tech II.
Transportation Utility Technician I (Entry‑Level) This is the
entry‑level
classification in the Transportation Technician series, perfect for those who are ready to learn and grow. As a Technician I, you'll perform essential street maintenance and repair tasks, using hand tools, power tools, and light equipment under the direction of the Lead Utility Technician.
Key Responsibilities:
Assist with routine street repairs, including paving, patching, and crack sealing.
Maintain right‑of‑way areas, including vegetation control and sidewalk repair.
Respond to public service requests and after‑hours emergencies such as snow/ice events and storm cleanup.
Operate and maintain dump trucks and related equipment under direction.
Perform heavy manual labor in all weather conditions, with physical exertion including lifting up to 50 lbs.
Transportation Utility Technician II (Journey‑Level) This is a
journey‑level
classification that offers increased complexity, greater independence, and regular use of heavy equipment. As a Technician II, you'll perform advanced maintenance and repair work on City streets and right‑of‑way infrastructure, taking direction from the lead utility technician.
Key Responsibilities:
Independently operate heavy equipment including backhoes, loaders, dump trucks, snowplows, and asphalt pavers.
Perform advanced street maintenance, including paving, patching, crack sealing, and surface treatments.
Install and maintain signage, pavement markings, and traffic control devices in compliance with MUTCD standards.
Serve as a lead worker in the absence of the Lead Utility Technician.
Assist in training newer technicians in equipment operation, safety procedures, and inspection protocols.
To be considered as a Transportation Utility Technician I:
Education/Certifications:
High school diploma or GED.
Valid Oregon or Washington driver’s license.
Ability to obtain Class A CDL with Tanker and Air Brake endorsements within six months of hire.
Must obtain OSHA Confined Space, Competent Person, and Traffic Control certifications within six months, subject to training availability.
FEMA Incident Command training (ICS 100 and 700) required within six months.
Obtain fifty percent of Road Scholar Level 1 within one year dependent on availability and budget.
Experience:
Experience in street maintenance, repair, construction, or a related field preferred.
To be considered as a Transportation Utility Technician II:
Education/Certifications:
High school diploma or GED.
Valid Oregon or Washington Class A CDL with Tanker and Air Brake endorsements.
Road Scholar II certification.
OSHA Confined Space, Competent Person, and Traffic Control certifications.
FEMA Incident Command training (ICS 100 and 700) required within six months.
Experience:
Two (2) years of experience performing duties equivalent to Utility Technician I.
Two (2) years of experience in road maintenance and repair methods.
Working Conditions: Work is performed outdoors in all weather conditions with exposure to traffic, noise, dust, and hazardous materials. Duties require physical exertion including lifting to 50 lbs and performing physical labor. Use of personal protective equipment required. Subject to emergency callouts.
Additional Information: Must be able to respond to after‑hours emergencies and participate in on‑call assignments if volunteer program is not fulfilled. Ongoing training and certification may be required to maintain and enhance job performance.

The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would generally be no higher than $5,988 per month.
If appointed as a Transportation Utility Tech I
The salary range for this overtime‑eligible union‑represented position is $4,692 – 5,988 per month. The starting pay assignment, based on an analysis of the successful candidate’s related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would generally be no higher than $5,706 per month.
