This is a single recruitment to fill either an entry-level Permit Technician I or a more advanced Permit Technician II position, depending on the qualifications and experience of the successful candidate.

What You'll Do You'll be the hub of the City's building permit process, performing essential duties that ensure safe and compliant development in Milwaukie.

Customer Guidance:

Explain permit processes, fees, and inspection requirements to the public, contractors, and developers in person, over the phone, and by email.

Permit Management:

Review applications, enter data, calculate fees, track application progress, and ultimately issue and close out permits.

Technical Support:

Utilize permitting software, manage accurate digital and physical records, and assist with property research.

Financial Duties:

Collect fees, issue receipts, reconcile daily cash transactions, and prepare deposit packets.

Permit Technician I

(Entry-Level)

If you have administrative or technical experience in construction, permitting, or public works (two years required), this is a great place to start your career.

Hourly Range: $29.86 - $38.13

Key Focus:

Serving as the first point of contact, reviewing applications for completeness, calculating and collecting fees, and tracking permit progress.

Minimum Qualifications:

High school diploma or GED and two years of relevant experience.

Permit Technician II

(Advanced/Certified)

If you're a certified Permit Technician with three years of relevant experience, you'll step into a more advanced, technical, and strategic role.

Hourly Range: $32.92 - $42.00

Key Focus:

Handling complex permitting processes, coordinating needs across multiple City departments (e.g., planning, public works), and contributing to process improvements.

Minimum Qualifications:

High school diploma or GED,

Permit Technician Certification (ICC) , and three years of permit tech I or equivalent experience.

Hybrid Work Options This job class is not eligible for remote or hybrid work options in accordance with the city's telework policy.

Compensation If appointed as Permit Tech II, the salary range for this overtime-eligible union-represented position is $5,706 – $7,280 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would generally be no higher than $6,935 per month.

If appointed as Permit Tech I, the salary range for this overtime-eligible union-represented position is $5,175 – $6,609 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would generally be no higher than $6,287 per month.
