The Transportation Engineer 3 (Engineering) position oversees the Department’s Capital Program for the replacement and upgrade of Highway Maintenance Facilities. Responsibilities include: Providing engineering and construction support to deliver facilities for use by the Department’s Bureau of Highway Operations Overseeing lower‑level engineers and performing complex design work for bridges, foundations, drainage, electrical, and hydraulic systems Conducting field inspections of bridge and highway sites to obtain data necessary for design and repair recommendations Reviewing storm sewer and culvert designs and ensuring compliance with regulations Preparing detailed geotechnical reports, hydraulic analyses, and flood routing for design projects Serving as an expert witness in court cases when required Overseeing laboratory work and collaborating with state and consultant engineers on material testing and design improvement Preparing estimates, specifications, and construction plans for electrical and lighting installations Coordinating with utilities, municipalities, and state agencies on utility adjustments and project impacts Representing the department in public meetings and state agencies Developing and reviewing contracts and procurement documents for project work Analyzing traffic studies, drainage design, and construction impact reports Knowledge, Skills & Abilities
Extensive knowledge of transportation engineering principles: bridge design, foundation, highway design, drainage, hydraulics, pavement management, and traffic engineering. Strong analytical, problem‑solving, and technical report development skills. Excellent oral and written communication abilities. Capability to interpret and apply information systems and technology in engineering practice. Leadership and supervisory experience with junior engineers. Minimum Qualifications
Bachelor’s degree in engineering and three years of experience in transportation engineering. At least one year of experience at a working level in a professional transportation engineering capacity (equivalent to Transportation Engineer 2). Preferred Qualifications
Accredited bachelor’s degree or coursework in Civil, Transportation, or related engineering field. Engineer‑In‑Training (EIT) and/or Professional Engineer (PE) license. Experience supervising or evaluating junior engineers. Experience with federal, state, and agency manuals, policies, and procedures. Experience with Bluebeam, CTDOT Compass, Microsoft SharePoint, Microsoft Project, and Office 365. Experience leading people and managing tasks to achieve common goals. Special Requirements
May be required to possess and retain a valid Motor Vehicle Operator’s license. May be required to travel. Working Conditions
