Opportunity We are looking for a skilled program analyst to help ensure the U.S. Navy’s international initiatives to acquire, deliver, and sustain fully capable, interoperable, and operationally dominant partner nation combat systems run smoothly. You will work with program leadership to monitor cost, schedule, and performance of multiple projects using tools such as DSAMS, MISIL, SCIP, and CEPT. Your analysis will support Letters of Offer and Acceptance, Modifications, Amendments, and status presentations, and you will make recommendations for program improvement. You will have access to mentoring and learning new skills and tools, and your work will directly impact DoD Security Cooperation initiatives and the interoperability of partner nation combat systems.
Responsibilities • Monitor cost, schedule, and performance of multiple FMS projects • Maintain ship configuration data, technical documentation, and material packaging for Lifecycle Logistics elements • Draft Cargo Offer letters for FMS case‑supported equipment and coordinate shipment cargo offers based on country‑specific In‑Yard Need Dates (IYND) • Support ILS Support requests and assist in planning and preparing agendas and presentations for ILS Interface Working Groups (IWGs), Logistics Readiness Reviews (LRRs), and key ILS engagements • Communicate effectively with program leadership and stakeholders through status presentations and recommendation reports
Qualifications
2+ years of experience with DoD Foreign Military Sales (FMS) logistics or acquisition
Experience coordinating with the Integrated Logistics Support (ILS) Manager, logistics performers and activities, and reviewing ILS TPSs
Experience assisting with tracking New Ship Construction major ILS program milestones (e.g., Logistics Program Plans, Installation Support Material, INCO spares, COSAL, COSMAL, AEGIS Weapon System)
Experience drafting Cargo Offer letters for FMS case‑supported equipment and coordinating shipment cargo offers
Experience supporting ILS Support requests and preparing agendas and presentations for ILS Interface Working Groups, Logistics Readiness Reviews, and related engagements
Knowledge of ILS products, performance‑based logistics, configuration management, government‑furnished material management, and FMS policies and processes
Knowledge of FMS management and financial systems, including DSAMS, MISIL, SCIP, and CEPT
Knowledge of DoD procedures and programs associated with FMS cases as specified in SAMM, including LOA, modification, and amendment development
Secret clearance
Bachelor’s degree

Ability to self‑start and multitask in a fast‑paced environment and prioritize multiple tasks with minimal supervision
Defence Security Cooperation University (DSCU) Basic or Intermediate Certification in SC Planning, Oversight, and Execution Management, SC Case Life Cycle Management, SC Execution Support Management, or SC Acquisition Management
Clearance Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information. Secret clearance is required.
