Child and Youth Program Leader - 2,000 Dollars in Sign-on and Retention Bonuses Available Summary

Incumbent provides appropriate specialized developmental care and instruction for children and youth ranging from 6 weeks to 18 years in one or more Child and Youth (CY) programs. This includes guidance, assistance, and mentoring for CY Program Assistants. The incumbent works under the direction of a supervisor or other qualified higher graded employee.

Duties

Provides direct care and instruction to children and youth (6 weeks to 18 years).

Mentors CY Program Assistant team and supports their training.

Plans activities and curriculum based on observed needs of participating children and youth.

Prepares and implements program options for children and youth with special requirements.

Maintains indoor and outdoor activity areas and ensures equipment is available.

Supervises children and youth during daily schedule, outings, and special events.

Communicates professionally with parents, employees, and local command personnel.

Observes and documents developmental progression, using information for planning.

Ensures compliance with DoD, NAF Component, and local command policies and standards.

Collects, maintains, and reports program participation data.

Performs other related duties as assigned.

Requirements

Subject to pre‑employment and random drug testing, background checks (fingerprint, SCHR), and E‑Verify employment verification.

Must complete a pre‑employment physical, provide evidence of immunization, and be free of communicable diseases.

Must obtain and maintain any required security clearance.

Must maintain required training certificates and credentials.

Participation in Direct Deposit or Electronic Fund Transfer within the first 30 days is required.

Starting May 7 2025, non‑affiliated applicants must provide a REAL ID‑compliant driver’s license or acceptable ID to access installations.

Qualifications

Knowledge of developmentally appropriate programs for children and youth 6 weeks to 18 years.

Knowledge of child and youth development principles, practices, and techniques.

Skill in applying Federal and State laws governing detection and prevention of child abuse and neglect.

Ability to recognize interests and motivations in a CY environment.

Skill in program planning, organizing, and employee scheduling.

Leadership, mentoring, and guidance skills for CY Program Assistants.

Ability to identify and respond to emergency situations.

Ability to train staff on issues such as childhood illnesses and child abuse.

Ability to develop curriculum outlines and lesson plans.

Strong written and verbal communication skills and interpersonal skills.

One (1) year of experience at the CY‑02 (GSE‑04) level or equivalent, displaying knowledge of and competency in developmentally appropriate programming.

Education

DOD Standardized Module Training and 12 months experience at the CY‑II (GSE‑04) level.

OR Child Development Associate (CDA) credential or Military School‑Age (MSA) credential and 12 months experience at the CY‑II level.

OR a minimum of a 2‑year degree in Youth Development, Child Development or a related field and 12 months experience at the CY‑II level.

Salary and Benefits

Base salary is competitive for the region. Sign‑on bonus of $2,000 and retention bonuses are available. This is a full‑time position. Benefits include health, dental, vision, retirement plans, paid time off, and other standard federal benefits. All benefits are subject to current federal and DoD guidelines.
