Summary
Incumbent provides specialized developmental care and instruction for children and youth ranging in age from 6 weeks to 18 years in one or more child‑youth (CY) programs. The role includes guiding, assisting, and mentoring CY Program Assistants. The incumbent works under the direction of a supervisor or other qualified higher‑graded employee, receiving guidance on assignment scope and assistance with complex, non‑routine problems.
Duties
Mentor:
Mentor assigned CY Program Assistant team; provide instruction and training to lower‑level employees; assist in completing Standardized Module Training; collaborate with the Training and Curriculum Specialist to translate professional development training into practice, offering guidance, role‑modeling, and feedback; consult frequently with the Specialist for professional development strategies.
Curriculum:
Plan activities based on observed needs of individual children and youth; collaborate with the T&C Specialist, supervisor, and CY Program Assistants to implement activities and special events that meet participants’ physical, social, emotional, and cognitive needs; incorporate special instructions from parents such as dietary or physical needs; prepare and implement program options for children and youth with special requirements; recommend adjustments to activities and plans as needed; set up displays and bulletin boards; arrange appropriate snacks or meals.
Indoor and Outdoor Environment:
Prepare, arrange, and maintain activity areas and materials; suggest improvements; inventory equipment regularly and recommend replenishment; secure necessary supplies, equipment, and facilities.
Interactions and Relationships:
Encourage participant interest and promote positive interactions with other children, youth, and adults; use approved child guidance and youth development techniques.
Supervision of Children and Youth:
Provide care and supervision, maintaining control and accountability for program participants in compliance with DoD, NAF Component, and local command policies; oversee arrival and departure; supervise during indoor and outdoor activities, field trips, outings, and special events.
Parent and Employee Communication:
Interact professionally with employees, parents, and local command personnel; participate in conferences; brief other employees and parents.
Assessment:
Observe children and youth; document developmental progression and concerns; use information for planning; assist CY Program Assistants with assessment tasks when needed.
Compliance:
Ensure area meets DoD certification and accreditation standards; maintain compliance with applicable law, policies, and regulations; ensure compliance for all CY programs.
Additional Responsibilities:
Collect, maintain, and report program participation data; perform other related duties as assigned; a complete list of duties will be provided at the time of hire.
Requirements
Pre‑employment and random drug testing required as a Test Designated Position.
Complete all background checks for child‑care positions, including fingerprint checks, Tier 1 with Child Care check, and SCHR check.
Pass E‑Verify employment verification.
Complete pre‑employment physical and provide evidence of immunization; be free of all communicable diseases; maintain appropriate immunization against communicable diseases.
Obtain and maintain appropriate security clearance as needed.
Complete required training certificates and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions.
Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.
Social Security Card required.
Males must be registered or exempt from Selective Service.
Selectee may be required to successfully complete a probationary period.
From May 7, 2025, non‑affiliated individuals must have a REAL‑ID compliant driver's license or another acceptable form of ID to access installations.
Additional mandatory conditions: completion of all DoD drug‑free workplace requirements, Administration Records Check including substance abuse, family advocacy, and security checks as per DoDI 1402.05. All applicants must be eligible for the federal military drug‑free workplace policy.
Qualifications
Knowledge of developmentally appropriate programs for children and youth from 6 weeks to 18 years.
Knowledge of child and youth development principles, practices, and techniques.
Skills to apply Federal and State laws governing the detection and prevention of child abuse and neglect.
Understanding of interests and motivations of individuals and groups in a CYP environment.
Skills in program planning, organizing, and employee scheduling.
Leadership, mentoring, and guidance abilities for CY Program Assistants.
Ability to identify and respond to emergency situations.
Ability to train employees on recognition and identification of childhood illnesses and abuse.
Ability to develop curriculum outlines and lesson plans.
Strong communication skills in English, both oral and written; strong interpersonal skills.
At least one year of experience at the CY‑02 (GSE‑04) level or equivalent knowledge of developmentally appropriate programming.
Education Required: Completion of DOD Standardized Module Training and 12 months experience at the CY‑II (GSE‑04) level. OR Child Development Associate (CDA) credential or Military School‑Age (MSA) credential plus 12 months experience at the CY‑II (GSE‑04) level. OR A minimum of a 2‑year degree in Youth Development, Child Development, or related field, with 12 months experience at the CY‑II (GSE‑04) level.
