The Office of Policy and Planning (OPP) promotes public health policy priorities and supports CDPH capabilities for community health improvement, informed policy development, research and analysis, integrated planning, decision intelligence, lean transformation, and grants management. The OPP leads comprehensive assessment, long term strategic and health improvement planning to address current and emerging cross‑cutting public health and equity priorities, conducts policy analysis, monitoring and impact evaluation, cultivates partnerships with health systems, academic partners and other sectors; facilitates accountability for effective and efficient public health infrastructure funding, supports organizational capacity building to foster a culture that encourages learning continuous improvement, and empowerment of CDPH staff.

The Public Health Medical Administrator (PHMA) I serves as the Trauma Mitigation and Response Chief. This position provides trauma-informed, mitigation and response medical leadership, directs early detection systems, and supports California’s population-level resilience through trauma-mitigation and trauma-responsive engagement, emergency planning and response strategies.
The PHMA I is responsible for the planning, administration, organization, and direction setting for the development, implementation, and evaluation of the Department’s Trauma Mitigation and Response Plan.
The incumbent will actively engage in complex problem solving, professional learning, collaboration, relationship building, and will interface with internal and external stakeholders, including the OPP, CDPH Directorate, CDPH Centers/Divisions/Offices, State Agencies, Local Health Jurisdictions, Tribal Health Organizations, Grantors, Consultants, and Contractors.
The incumbent will lead CDPH’s trauma responsive culture transformation, operationalize the Trauma Mitigation and Response strategic plan and build capacity to create a sustainable framework and structure in supporting CDPH in becoming trauma responsive and a healing environment.
The PHMA I will work independently, within a team, and collaboratively with internal and external stakeholders to ensure that OPP can provide trauma-responsive professional development programs and services at the department, regional, state-wide, and at the leadership levels; create a critical incident response model; and incorporate equity, diversity and inclusion in addition to trauma informed principles in the revisions of policies, procedures and guidelines.
The incumbent works under the administrative direction of the Deputy Director and programmatic direction of the Assistant Deputy Director for the OPP.
This position is headquartered in Downtown Sacramento and may be eligible for telework under CDPH's telework policy. Employees are required to report to their headquarters office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee.
Desirable Qualifications In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Demonstrated experience in planning, organizing, directing teams, programs, and/or initiatives,
Knowledge of and experience in public health organizations, practices and administration, including strategic partnerships with state government agencies, local health jurisdictions, tribal and health organizations and communities
Experience in the development, implementation, and evaluation of public health curriculum, programs and/or interventions,
Demonstrated experience in leading trainings, professional development programs and/or other educational sessions for public health or health care workforce,
Demonstrated experience addressing trauma response and mitigation in the context of diversity, equity, and inclusion, encompassing engagement in diverse settings, effectively interacting with individuals from various cultural, social, and economic backgrounds to develop culturally competent programs, creation of inclusive environments that promote participation from all community members, particularly marginalized or underrepresented groups, and enhancing overall behavioral health outcomes.
Familiarity with social determinants of health and their impact on behavioral health outcomes
