The Center for Preparedness and Response (CPR) within the California Department of Public Health (CDPH) is a critical division dedicated to safeguarding the health and well‑being of Californians during public health emergencies. Job Description And Duties The Emergency Planning Analyst supports the California Department of Public Health’s (CDPH) mission to enhance preparedness and response for emerging public health threats.

This position plays a key role in developing, implementing, and exercising emergency response plans, continuity of operations plans (COOP), and other operational response frameworks.

The Emergency Planning Analyst serves as a lead for emergency planning communication and coordination, manages emergency preparedness projects and funding, and ensures alignment with state and federal emergency response systems.

Assist in the development, implementation, and maintenance of CDPH emergency response plans, training, operational response plans, and COOPs.

Coordinate CDPH-wide planning activities related to emergency preparedness, response, and recovery, ensuring consistency with the CDPH Emergency Response Plan and the State Emergency Plan.

Serve as a liaison with federal, state, and local agencies (e.g., EMSA, Cal OES) to support integrated, multidisciplinary emergency response efforts within the Medical and Health Coordination Center (MHCC).

Maintain authoritative knowledge of the Standardized Emergency Management System (SEMS), National Incident Management System (NIMS), and other relevant emergency frameworks.

Support implementation of deliverables under the Public Health Emergency Preparedness (PHEP) and Hospital Preparedness Program (HPP) Cooperative Agreements.

Promote emergency planning and preparedness best practices across CDPH programs and stakeholders through meetings, conferences, and technical assistance.

Oversee multiple emergency preparedness projects, including planning, training, tracking, reporting, outreach, and exercise development.

Review program-specific plans and procedures for compliance with SEMS/NIMS and consistency with CDPH-wide operations.

Represent CPR at meetings, workgroups, and training events and participate in both federal and state training programs, workshops, and site visits.

Desirable Qualifications

Demonstrated experience in emergency response or public health operations.

Strong knowledge of emergency management systems including

ICS ,

SEMS , and

NIMS .

Experience developing and delivering training programs in a public health or emergency management context.

Excellent communication and coordination skills with internal teams and external stakeholders.

Familiarity with CDPH emergency planning documents and state-level emergency response frameworks.

Ability to manage logistics such as uniforms, credentials, and equipment.

Willingness and ability to travel for meetings, training, and emergency response activities (up to 10%).

Telework Information This position may be eligible for telework up to three (3) days per week and is required to report in‑person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
