Program System Specialist

position is a great opportunity for a professional who's looking to provide consumer protection and public safety for all Idahoans. Description The Program System Specialist will analyze, plan, coordinate, and monitor the development, modification, and implementation of the automated system for a major statewide program; provide training and consultation; perform related work. Example of Job Responsibilities System development and implementation Develops and recommends system operations policies and procedures Analyzes, interprets, and monitors federal and state regulations/policies for system impact and identifies and recommends implementation methods, procedures, and time frames Determines and monitors priorities for system enhancements Analyzes implementation alternatives and prepares issue papers Develops specifications for software modifications by IT staff Identifies and recommends enhancements and modifications to the automated system Participates in Joint Application Development (JAD) process with IT staff Provides guidance to IT staff on program requirements and impact of system changes on other program systems Coordinates problem resolution with representatives from interfacing systems Researches and prepares observation reports of system problems from follow-up by IT staff Reviews case processing errors to evaluate and/or develop corrective actions Analyzes, assesses impact and develops specifications for implantation of changes in system data Participates on disaster recovery, interface planning, and other committees May establish, document, monitor, and coordinate system security procedures for program users and approve access Supervise other staff Testing and documentation Develops detailed test criteria and conducts/oversees testing Identifies cases meeting specific test criteria and ensures cases cover all testing criteria Documents and analyzes test results Identifies programming problems and their causes and advises programmers Approves implementation of tested programs Develops procedures for implantation of regulation changes Maintains documentation of system functions including logic, data elements, reporting requirements, and output Develops and implements reconciliation procedures Responds to audit findings Plans and presents system demonstrations Develops and oversees maintenance of user/help desk manuals Training/consultation Plans and conducts training for system users and trainers Develops training aids and material Responds to user inquiries and resolves problems Provides information to and liaison between field staff, management and IT staff Coordinates information exchanges with other department units and outside agencies Minimum Qualifications Some knowledge of training methods. Experience: Interpreting and applying laws and regulations Analyzing system output data and data integrity Researching, identifying, and independently resolving automated case processing problems Providing technical assistance to the program's automated system users Translating technical material into easily understandable oral and written communications BEST RETIREMENT AVAILABLE IN THE NATION!
