Navarro Research and Engineering is recruiting a
Lead Auditor
based Aiken, SC. Travel to the site as needed is required. Purpose : To provide a staff augmentation service consisting of qualified Nuclear Lead Auditors to perform Quality Assurance (QA) audits of suppliers and project internal organizations in accordance with the SRPPF Quality Assurance Program and the requirements of American Society of Mechanical Engineers (ASME) NQA-1, Quality Assurance Requirements for Nuclear Facility Applications, 2019 Edition (NQA-1,Edition 2019). The QA Manager Greenville (GVL) will coordinate audit assignments as needed. Scope : The staff augmented personnel will report to the QA Manager GVL and perform audit activities in accordance with the applicable procedure (internal/ supplier) including, but not limited to: - Audit Planning: Prepare for the audit by reviewing at a minimum: auditee quality manual, previous audit reports, implementing procedures, codes/standards, Nuclear Approved Supplier List (NASL) and contract requirements. Develop an Audit Checklist per the applicable audit procedure (internal/ supplier). Conduct an audit team orientation on the scope and requirements of the audit and assign individual Auditor/Technical Specialist responsibilities. Conduct a pre-audit conference with the responsible management. Ensure all audit team members are qualified and currently certified as an Auditor or Technical Specialist. - Audit Execution: Provide direction to audit team members during the audit, asnecessary, regarding: Audit scope clarifications; Audit team lines of communication; Pertinent policies, procedures, standards, instructions, codes, and regulatory requirements, Results of prior audits, as applicable; Audit finding description and significance classification Review quality manuals, procedures, and records. Witness work activities, inspections, and testing, as applicable. Conduct interviews to confirm understanding and application o QA program requirements. Gather objective evidence supporting conformance or nonconformance. Lead the entrance and exit meetings -Reporting: Prepare the Audit Report, including: The scope of the audit using the audit plan as input. Identifying Auditor Team Members and persons contacted during the audit. Summarizing the audit results, including a statement on the effectiveness of the elements audited. Describing each reported Deficiency or Finding, Observations (OBS) / Opportunities for Improvement (OFIs), and Strengths, as applicable As deemed appropriate, describing OBS / OFIs, and Strengths. Document supplier deficiencies via written reports. Document internal audit findings via Corrective Action Program. As necessary, request feedback from the audit team members to ensure the reporting is accurate and complete. Provide a draft version of the audit report package to the FNP Quality Assurance Director, for review and comments -Auditee Response Evaluation and Follow-up: Evaluate responses from the supplier/ internal organization. Verify the implementation of stated corrective actions. Ensure that inadequate or overdue responses are brought to to attention of the responsible management. Perform follow-up inspections, observations, or interviews, as needed. Document verification of corrective action accomplishment
The Lead Auditor shall perform activities in compliance with the applicable NQA-1, Edition 2019 requirements, including but not limited to: • Requirement 2 - Quality Assurance Program • Requirement 4 - Procurement Document Control • Requirement 7 - Control of Purchased Items and Services • Requirement 10 - Inspection • Requirement 15 - Control of Nonconforming Items • Requirement 16 - Corrective Action • Requirement 18 - Audits Requirements Minimum of five (5) years nuclear experience performing audits and least five (5) QA audits within the last three years as a Lead Auditor. Current Lead Auditor Certification under Supplier’s approved Quality Program. Code/ standard knowledge: DOE O 414 1.D, NQA-1. Helpful: ASME BPVC, ASME B31.3, AWS D1.1/D1.6, ISO 9001:2015, 10 CFR 830 and 10 CFR Part 21. Performance Expectations
Performance will be evaluated on: Performing all activities in compliance with Fluor Nuclear Safety Culture policy. Accuracy, completeness, and timeliness of deliverables. Ability to prepare and effectively manage the audit team. Compliance with NQA-1, Edition 2019 requirements and project procedures. Effectiveness in identifying and documenting deficiencies through the project Corrective Action Program. Demonstrating professionalism in interactions with the client, subcontractors, and project personnel. Deliverables The Lead Auditor shall provide at a minimum: Audit Checklist Audit Plan Documented audit team orientation Entrance and exit meeting attendance sheets Audit Report Supplier Deficiency Report/ Condition Report Audit Schedule
