Responsibilities
Perform complex (journey-level) public health nursing work in clinical or non-clinical settings under general supervision with moderate latitude for initiative and judgment.
Deliver congenital syphilis and HIV/STI clinical and case management services within designated areas, including coordination and direct patient services, technical consultation, and clinical support.
Engage in community education, direct patient care (including case management), reporting/documentation, and disease intervention activities.
Participate in planning for HIV/STI prevention and intervention and ensure program goals and objectives are met in coordination with program managers and supervisors.
Provide additional PHN direct patient care services, case management, and other duties as assigned to support Communicable Disease activities.
Evaluate patients for congenital syphilis risk factors, clinical presentation, and screening results in various settings (e.g., home or public health clinic).
Collaborate with the authorizing physician to develop treatment plans, establish goals, and monitor treatment response.
Engage patients in behavior modification to promote treatment adherence.
Provide consultation, training, and technical assistance to agency staff, care recipients, providers, and the medical community to ensure treatment completion.
Collect specimens for laboratory testing (urine, blood via venipuncture or fingerstick, and self-collection swabs).
Maintain detailed records of patient encounters in state databases (40%).
Serve as a technical consultant on CDC/DSHS standards for current testing, diagnoses, and treatment of Congenital Syphilis and other STIs/HIV.
Lead or participate in multidisciplinary meetings and trainings to review case management and promote consistent patient care (20%).
Independently perform detection, intervention, reporting, notification, and referral activities for congenital syphilis and related HIV/STI cases (20%).
Ensure statutory disease reporting and adherence to DSHS guidelines and program objectives.
Consult with the regional medical director on complicated cases; coordinate with medical experts as needed (10%).
Emergency Preparedness and Response duties as assigned, including disaster planning and agency continuity.
Perform other duties as assigned (5%).
Qualifications
Minimum of 2 years of nursing experience.
Bilingual (English and Spanish) preferred.
Experience with Microsoft Office (Word, Excel, PowerPoint, Outlook).
Licensure: Must be registered as a Registered Nurse in Texas with an active, unrestricted license.
Current and valid Texas driver's license.
Knowledge, Skills And Abilities (KSA's)
Comprehensive knowledge of DSHS HIV/STI program standards, policies, and procedures.
Knowledge of CDC HIV/STI treatment protocols and guidelines.
Understanding of current public health issues, epidemiology, and case management techniques.
Ability to interpret public health laws and regulations; ability to follow written and oral instructions.
Strong clinical assessment, documentation, and phlebotomy skills; ability to interpret clinical data.
Effective written and oral communication; ability to work with diverse internal and external stakeholders.
Ability to work independently and in multidisciplinary teams; strong time management and organizational skills.
Commitment to confidentiality per Texas DSHS guidelines.
Initial Search Criteria
Minimum of 2 years of nursing experience.
