Overview
IT Business Analyst I, II, or Senior role at Adams County Government. Gather and document user requirements, analyze business processes, and support system implementations under supervision. Collaborate with stakeholders to understand operational needs and identify opportunities for technology-driven improvements. Work on small-scale projects or as a junior team member on larger efforts; the BA II works on moderate to complex projects and serves as a liaison between business units and technical teams to ensure solutions meet County goals and compliance standards. The BA Senior works independently and may lead cross-functional project teams to deliver impactful outcomes. Contribute to solution evaluation, selection, and implementation; participate in RFP development, vendor assessments, and UAT. Develop current (as-is) and future (to-be) process models; lead process discovery workshops and recommend improvements and automation. Analyze data to identify trends, develop dashboards and KPIs, and deliver actionable insights to optimize technology-enabled services. Mentor users and junior analysts; promote a culture of agility, innovation, and process improvement; maintain clear governance documentation. Qualifications For Success

IT Business Analyst I:
Bachelor’s in Business, IT, or related field required. MBA, MPA, or certifications (CBAP, PMP) preferred. Experience: 1+ years in business analysis, process improvement, or related IT role; experience with enterprise systems, stakeholder engagement, and cross-functional projects. IT Business Analyst II:
Bachelor’s in Business, IT, or related field required. MBA, MPA, or certifications (CBAP, CCBA, PMP, PMI-ACP) preferred. Experience: 3 years in business analysis, process improvement, or related IT role; proficient in process modeling and business analysis tools (e.g., Visio, JIRA, Lucidchart); familiarity with Agile, Lean, Six Sigma, and hybrid project management approaches. IT Business Analyst Senior:
Bachelor’s in Business, IT, or related field required. MBA, MPA, or certifications (CBAP, PMP) preferred. Experience: 5+ years in business analysis, process improvement, or related IT role; proficient in process modeling and business analysis tools; familiarity with Agile, Lean, Six Sigma, and hybrid project management approaches; strong data visualization and reporting skills (Power BI, Tableau) are a plus.
